In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Roadmap from a Linear to a Circular Economy in the Northwest Territories

A three-year project to deliver a variety of activities related to the economic and entrepreneurship development of Francophones and Francophiles in the Northwest Territories (NWT). Project activities include the development of a strategy for the transition to a circular economy in the NWT. CDETNO will engage stakeholders in a series of consultations and workshops to develop a roadmap to guide businesses towards the transition to a greener economy. CDETNO will also extend its entrepreneurship education series, implemented in Francophone high schools in the NWT, to schools offering Francophone immersion programs in the territory. The objective is to stimulate entrepreneurship in youth through activities delivered by an experienced facilitator in classrooms. As well, CDNETO will work with NWT Tourism to attract Francophone conferences to the NWT, with the goal of promoting the territory to Canadian Francophone organizations and businesses now, in order to receive the first conferences during the post-Covid economic recovery.

Northern Adult Basic Education Program

Nunavut Arctic College will undertake the following activities in fiscal 2021 to 2023 in support of Adult Basic Education, which include hiring a coordinator and Elders to deliver programing, obtain the hardware components to support, develop and enhance on-line course conversions due to covid 19 restrictions. This will be accomplished by purchasing/shipping learning materials for 25 communities, including connectivity hardware and laptops. Attempts will be made for staff to travel participate in meetings/conferences and professional development, as well as to communities when possible in support of on-line implementation. It is anticipated that this project will enable Nunavut’s Adult Basic Education students to continue on their learning path and better equip and organize Nunavut Arctic College in adapting their activities to new learning platforms and their offerings for distance learning, thereby preparing their students for potential changes to Nunavut’s labour market and available employment.
