Grants and Contributions

About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The University of Alberta has the opportunity to install a new type of magnetometer on a suborbital rocket in order to raise its technology readiness level. This instrument will help reduce the cost of space missions by allowing measurement of the magnetic field from 0 to a few kilohertz. This contribution agreement will support the University in the fabrication, testing and integration of the payload on the rocket.

European Space Exploration Programme - AURORA - enhanced ExoMars Mission: The following contribution has been awarded under the European Space Agency (ESA) Contribution Program pursuant the Cooperation Agreement signed between the Government of Canada and the European Space Agency (ESA). The objective of the enhanced ExoMars Mission is to provide enabling technologies for future exploration mission, such as the Entry, Descent and Landing System (EDLS), the Rover and the Drill, searching for traces of past and present life, characterizing the Mars biological environment and improving the knowledge of the Martian environment and geophysics. The mission will be launched in two steps: the first in 2016 and the second in 2018.

Description:

The Research component of the Canadian Space Agency (CSA) Class Grant and Contribution Program to support Research, Awareness and Learning in Space Science and Technology provides financial support to organizations to conduct space related research and development in priority areas. It will support targeted knowledge development and innovation to sustain and enhance the Canadian capacity to use space to address national needs and priorities in the future.
More specifically, this project entitled ""High Performance S/C-Band Transceiver"" has the objective to design and prototype small form factor, low power S/C-Band transceiver for
communication with micro to nano satellite systems. Currently, there are limited capabilities covered by existing communication systems available on the market, whether domestic or foreign. With growing
need for bandwidth and systems miniaturization, requirement arises to develop and provide suitable new
technology to support high speed communications in these systems.

More specifically, this project entitled ""Processor-in-the-Loop Simulation of Spacecraft Platforms"" has the objective to develop an as-generic-as-possible PIL Simulation environment for V&V of spacecraft embedded software and electronics that interfaces with high fidelity simulation models of spacecraft dynamics and environment as well as the Integrated Test and Operations System (ITOS) software. Achieving this goal will bridge the gap between stand-alone EM of a spacecraft (e.g., FlatSat EM of NEOSSat) and a high-fidelity, operational spacecraft mission simulator (e.g., NEOSSatSim developed based on RSS-GeMS libraries). This essentially enables end-to-end, high-fidelity PIL simulation of spacecraft platforms.
