In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The JHSVic Princess Ave New Build Project will replace the existing Manchester House Community Residential Facility (CRF) and result in a new, purpose-built CRF. The Victoria Parole Office continues to supervise the largest number of offenders over the age of 65 in the Pacific Region. In order to meet the needs of this population, the John Howard Society is proposing the inclusion of specific units dedicated to geriatric offenders. These units will be equipped with extra large doors for wheelchair/scooter access and include transfer bars in the restroom to assisting with toileting. The new units present a substantial improvement for residents due to their independent nature. Benefits of services onsite and easily accessible. Serve as a new community hub, where people can seek housing, education, counselling, and other supports.

The project entails renovating and upgrading three (3) washrooms, the laundry room and flooring at the CRF. Most fixtures throughout all washrooms/stalls (including faucets, sinks, bathtubs, showers, and toilets). Grout and caulking are damaged and worn, tiles and flooring are loose, cracked and warped in places, and several areas of drywall are noticeably bubbled and water damaged. Mold and mildew are visible in many of the spaces, particularly on the ceiling in the laundry area and the tiles in the shower stalls, as well as the third-floor washroom walls and ceiling. While plumbing issues have been repaired over the years, evidence of the water damage remains. Even after cleaning, the odor and fungal growth quickly returns, or cannot be removed. Inadequate venting is also a contributing factor and would be addressed in the project. Finally, replace/repair the flooring in the foyer, and in the hallways and stairs throughout the house. The hardwood floors in the foyer are in desperate need of refinishing and the carpeting throughout the building is decrepit or missing. These areas of the CRF are in disrepair and require renovation to ensure the health and safety of the offenders that are residing at the CRF.

Description:

This project entails the purchase and installation of a Savaria Telecab lift. This innovative "vanishing" elevator travels on a guide rail system through a floor cut-out. Its modern design accommodates two (2) stops making it our most economical elevator. Rust resistant powder-coated aluminum frame (white) with clear acrylic window panels with continuous pressure buttons to control travel. All-in-one drive tower and enclosed cab means no hoist way and unit travels through a floor cut-out. Ultra-high capacity of 845 lbs. Two interior ceiling lights, two-stops, emergency stop and alarm buttons, battery lowering in case of power failure, non-skid platform, under-panel sensor to stop the unit if it detects an obstruction, pressure relief valve to prevent platform overload, electro-mechanical door lock and open-door sensor and slack chain safety device.
Part 2 of the project is the installation of permanent metal roofing to replace the asphalt shingle roofing systems. Dimensions are 33' x 58' + 50' x 27'. Three valleys. Total area 3200 sq. ft. Includes a waterproof mold resistant membrane, full interlocking metal system with permanent paint finish, replacement of all vents, plumbing boot covers, bathroom vents etc. Each system comes with a 50-year lifetime warranty.
