About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The project will create programs and services specifically tailored to support the reintegration of Metis offenders. The project will provide clients with wrap-around support and assistance in accessing direct services through MN-S' social infastructure program and services, including: support system navigation; housing services and referrals to appropriate services which will include counselling, parenting support, eduactional support, advocacy, and job readiness.

Indigenous Social Liaison Officer
The project is intended to have Social Liaison Officers who provide support to clients with urban/community transition by working in partnership with Indigenous communities and correctional stakeholders in order to promote community reintegration. They advise and provides support directly to clients, their families and the host community to facilitate the transition. They collaborate with stakeholders to support and ensure a client's success and establish an appropriate reintegration plan under the section 84 process.

The project is intended to support alternatives to Incarceration focuses explicitly on re-integration efforts through a re-intagration worker that provides culturally responsive practices related to parole and re-integration efforts. The reintegration worker will work purposefully between the community, families, the instituation in the best interests of the incarcerated and their co-developed plan for successful and long-term positive re-integration.

Mother Child Reintegration Program
The program will provide a range of interventions and services to women offenders who are mothers along with their infants and children, to nurture the mother-child bond. Aboriginal worldview, understands the critical need for children and parents to bond, always reunify and work towards healthy relationships. The program will be delivered both with a residential component and visiting program for expecting mothers up to and including mothers of school age children.
