In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project aims to improve women’s economic empowerment by increasing social and economic participation of women in 36 districts of Takhar, Baghlan and Bamiyan provinces of Afghanistan. The project increases awareness to gain support of communities for gender equality by improving the capacity of community and government institutions. Activities include: (1) training women in market-driven vocational skills, business management and entrepreneurship; (2) establishing and training Community Based Savings Groups; (3) holding literacy classes for women and establishing libraries; (4) conducting gender-sensitive governance training for District Governors’ offices; and (5) training employees of the Department of Women’s Affairs in the promotion of women’s empowerment, gender equality and project management.

Data Analysis for Results

Description:

This project aims to develop, implement and refine tools and approaches to strengthen country monitoring and reporting in MNCH and nutrition. The purpose of the Real Accountability: Data Analysis for Results (RADAR) project is for the Institute for International Programs of Johns Hopkins University to work with Canadian institutions and organizations, in-country evaluation partners, governments and development partners in a subset of countries where Canada has maternal, newborn and child health (MNCH) programming.

Project activities include: (1) support CAN-MNCH in the training of a cadre of Canadian technical experts that are available to assist in implementing the MNCH results tools in DFATD programs with MNCH programming; (2) support the design of an external, Canadian-based, data repository to ensure data quality, comparability and availability in order to generate regular results reports; (3) assist in the implementation of these tools in a select number of Canada’s MNCH countries in order to validate results, refine the methodologies and ensure proper implementation.

The ultimate beneficiaries for this project are mothers and children, as this initiative will develop tools to assess the quality of care provided to mothers and children, in the areas of nutrition and newborn health programs.

Scaling Up Nutrition Movement Secretariat - 2016

Description:

The Scaling Up Nutrition (SUN) Movement Secretariat plays a coordination and facilitative role for the SUN Movement in order to improve nutrition outcomes in developing countries, particularly for women and children under five, in the 56 member countries and states. Project activities include: (1) monitoring and tracking country level progress;(2) linking the various member networks of the SUN Movement with country requests for support; (3) mobilizing resources to address malnutrition; and (4) ensuring the activities of the networks, including United Nations, Business, and Civil Society networks, are aligned with the Movement.

Building on the achievements of the first two phases of funding (2012 and 2014), this initiative supports the operationalization of the new SUN movement strategy for 2016-2020 including transition of the Movement to its new phase. This initiative supports the development of roadmaps for each member network and ensures continuous support to the SUN countries and networks to achieve better results.
