In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

P001287001: This grant represents Canada’s institutional support to the Consultative Group on International Agricultural Research (CGIAR), a global partnership that unites organizations engaged in research for a food secure future. CGIAR uses these funds, along with other donor funding, to achieve its mandate.

CGIAR’s mandate is to advance agri-food science and innovation for a world free of poverty, hunger, and environmental degradation. Project activities include: (1) developing agricultural practices, technologies and tools for increased productivity, dietary diversity and resilience to climate change and other shocks; 2) researching agricultural ecosystems and landscapes to reverse environmental degradation and enhance productivity in developing areas; and 3) developing policy evidence to improve the enabling institutional environment and performance of markets, and to enhance delivery of public goods and services.

Research is carried out by 15 member centers of the CGIAR Consortium, in close collaboration with its partners, including national and regional research institutes, civil society organizations, academia, development organizations, and the private sector.

P002033001: This grant represents Canada’s institutional support to the Consultative Group on International Agricultural Research (CGIAR) which uses these funds, along with other donor funding, to achieve its mandate. CGIAR’s mandate is focused on reducing poverty, enhancing food and nutrition security, and improving natural resources and ecosystem management in developing countries. The CGIAR is a global partnership that brings together 15 research centers to carry out large-scale multi-disciplinary agricultural research programs, in close partnership with national research systems and civil society organizations, including those in developing countries. Canada’s support also includes an investment in the CGIAR Collaborative Platform for Gender Research.

Reducing Gaps for Indigenous Peoples of Guatemala

Description:

The project aims to contribute to the reduction of maternal and child mortality, and improve maternal, newborn and child health in Guatemala’s predominantly indigenous department of Totonicapán. Project activities include: (1) training traditional indigenous midwives on updated maternal and child health practices; (2) facilitating discussions to promote inter-culturally effective health care and transparency between health authorities and community leadership; (3) conducting learning exchanges among maternal and child health leaders and providers in Guatemala and Canada, and (4) training of traditional midwives and auxiliary nurses in family planning methods and provision of family-planning counseling to both women and men.

This project is expected to directly contribute to the improved health of approximately 240,000 people in Totonicapán, including 140,000 indigenous women, 37,000 boys and 39,000 girls. In addition, more than 250,000 people are expected to benefit indirectly from the results of the project.

Horizons of Friendship is implementing the project in collaboration with the Asociación para la Promoción, Investigación y Educación en Salud en el Occidente de Guatemala (PIES).
