In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Support for the Electoral Cycle Support Program

The overall objective of this project is to increase the capacity of the Independent National Electoral Commission (CENI) to organise transparent and credible elections in the Democratic Republic of Congo that conform to international norms. Canada's contribution is part of a multi-donor fund that is managed by the United Nations Development Programme and supports activities that contribute to that objective, notably the up-dating of the electoral roll.

Support to the Canadian Partnership for Women and Children's Health (CanWaCH) 2016-2020

The project supports the Canadian Partnership for Women and Children’s Health (CanWaCH), a network of Canadian non-governmental organizations, health professionals and academia representatives who work on issues related to maternal, newborn and child health in developing countries. The project aims to: (1) enhance knowledge sharing among its member organizations of best practices in women’s, adolescents' and children’s health globally, including sexual and reproductive health and rights (SRHR); (2) increase the contribution of Canadian partners and technical experts to report on global health; and (3) improve engagement of Canadian stakeholders, the private sector and the public on global women’s, adolescents' and children’s health issues. CanWaCH’s work is focused on the core pillars of: knowledge exchange, measuring results and stakeholder engagement.

Enhancing Oversight of the Extractives Industry in Francophone Africa

This project aims to enhance transparency and accountability of national revenue collection related to natural resources in Burkina Faso, Cameroon, Madagascar and Mali and in francophone Sub-Saharan Africa. Building the capacity of national Supreme Audit Institutions and other oversight bodies to audit and monitor the extractives industry is expected to help maximize government revenues to improve the delivery of services to citizens and help reduce poverty.
Project activities include: (1) developing regional and country-specific extractive industry audit guidelines, training curricula and other technical resources aligned with international best practices, including gender and environment-specific tools; (2) completing extractive industry pilot audits in target countries to test guidelines and technical resources; (3) delivering extractive industry audit training and on-the-job coaching to Supreme Audit Institutions and other national oversight bodies; and (4) developing guidelines and processes for systematically engaging stakeholders, including citizens, women’s groups, civil society organizations, media and industry in extractive industry auditing processes.

Innovation Platform for Maternal, Newborn and Child Health

The project aims to improve the lives of women, newborns and children under the age of five living in low- and middle-income countries (LMICs) by providing funding and technical support to innovators who have identified solutions to maternal, newborn and child health (MNCH) challenges. The project focuses on the first two phases of Grand Challenges Canada’s (GCC) innovation platform. In the first phase, GCC provides small grants to innovators to conduct research and develop promising innovative ideas to address MNCH challenges. The second phase includes testing and piloting innovations, developing strategic partnerships, leveraging private sector funding and know-how and business and marketing plans to enable their further development. In this phase, funding is awarded to Canadian and LMIC innovators who have demonstrated their innovation works and can be prepared for take up by the private sector, international organizations and LMIC governments. Over 300 innovations in the first phase and up to 100 innovations in the second phase will be implemented over 10 years.
