In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Justice Undertakings for Social Transformation - United Nations Development Programme

The objective of the Justice Undertakings for Social Transformation (JUST) program is to foster an improved sense of security for Jamaicans. Specifically, it aims to contribute to strengthening the justice system in Jamaica. The program works on three complementary fronts: (i) order in institutions - strengthening justice institutions so that they are better able to contribute to order; (ii) order in legislation - promoting legislative and policy reforms that better position the state to ensure security; and (iii) order in society - encouraging communities to provide input into justice system reform, which leads to improved personal security.
Project activities include: assessment of the managerial, financial, and organizational capabilities of justice-related institutions; strengthening government departments through expert advice, research, tailored training programs, workshops, mentoring, and coaching; supporting the review of selected existing legislation, regulations, and policies; and supporting the creation and operation of neighbourhood resource centres that give poor urban communities better access to justice services.
This is one of two parts of a project valued at $17.8 million.

Agriculture Finance and Insurance System in Haiti

This project aims to increase food security by improving the profitability of Haiti's agriculture sector. It supports an agricultural credit financing and insurance system that encourages commercial and co-operative banks to lend to viable agricultural enterprises and help farmers manage risk and uncertainty. It also helps the Government of Haiti and Haitian financial institutions build the legislative and regulatory framework needed to manage a system of credit and insurance services for small and medium agricultural producers.
The project is implemented by a consortium led by Développement international Desjardins that includes the Financière agricole du Québec (Développement international) and the Inter-American Institute for Cooperation on Agriculture.
