About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Championing Gender Equality and Inclusive Education in Sierra Leone

This project aims to improve access to gender-responsive and inclusive education, particularly for girls and young women with disabilities, in two districts of northern Sierra Leone: Tonkolili and Bombali. The project targets 300 children and youth with disabilities (195 females and 105 males) between the ages of 7 and 20 who are not currently attending primary or secondary school regularly or at all. Additionally, around 400 parents/caregivers of these children, as well as community members will benefit from the project.
Project activities include: (1) providing technical assistance and vocational training to local partners and government actors to help them learn about gender-responsive and inclusive learning; (2) organizing sensitization and awareness sessions for parents, caregivers, civil society organizations, and community leaders. These sessions will cover topics such as harmful gender norms/roles, disability stigma, education and health reporting, and the inclusive education resources available locally; (3) engaging with the communities through events involving trained community and youth champions, students, teachers, families, government officials, local media, and community leaders and members; (4) developing capacity building plans to support local stakeholders working for gender equality and inclusive education; (5) hosting knowledge sharing workshops on gender equality and inclusive education. These workshops will involve students, teachers, researchers, and community actors in Canada.
