About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Expanding Agricultural Climate Resilience

This project aims to enhance the resilience of communities to respond to worsening climate conditions that disrupt agricultural production and food systems in South Sudan. It seeks to work with women and men smallholder farmers to diversify their agricultural sources of income through climate-resilient techniques and assets. The project also aims to empower women to manage community-based tree nurseries and seed banks and access new opportunities in fishing, fruit farming, beekeeping and small livestock. Project activities include: (1) building the capacity of women and men smallholder farmers and fisherfolks on new, climate-resilient skills. This covers agricultural techniques, harvesting and storing, animal husbandry, agroforestry, fish processing and handling, and maintaining crop biomass for livestock consumption; (2) providing inputs, such as drought resistant crop variants, fishing equipment and gear, and small livestock; (3) establishing disaster-risk management committees to develop flood and drought response plans; and (4) improving early extreme weather warning systems, including establishing 3 automated weather stations across the targeted areas. This project is expected to directly reach 8,000 households (60% women), and 50,000 people indirectly. It focuses on communities in 3 of the country’s 10 states, namely Eastern Equatoria, Jonglei, and Unity, which are the most vulnerable to climate change and affected by local conflict.

This one-year grant provides institutional support to the Office of the High Commissioner for Human Rights. The mandate of the Office of the High Commissioner for Human Rights is to promote and protect the enjoyment and full realization by all peoples of all the rights set forth in the Charter of the United Nations and in international human rights laws and treaties. Project activities of the Office of the High Commissioner for Human Rights include: (1) preventing human rights violations; (2) ensuring respect for all human rights; (3) promoting international cooperation to protect human rights; (4) coordinating related activities throughout the United Nations; and (5) strengthening and rationalizing the United Nations system in the field of human rights. It will also support the advancement and ongoing operationalization of the Office of the High Commissioner for Human Rights Office Management Plan.

Combatting Information Manipulation Targeting Women during Electoral Processes in LA

The project aims to increase women and girls' access to civic and political leadership opportunities in Chile, Bolivia, Honduras, Peru, Nicaragua, Costa Rica, Brazil, Colombia, Venezuela, and Argentina to achieve better representation and gender equality. Over a 24-month period, the project would monitor and document the impact of information manipulation on women participating in electoral processes through national-level surveys and statistical analysis, conduct training and workshops to equip women candidates and activists with strategies to identify and combat gendered information manipulation, and launch awareness and advocacy campaigns to educate the public and policymakers on its effects on women's political participation. Additionally, the project would collaborate with regional partners, multi-stakeholder organizations, and tech platforms, where appropriate, to influence improved digital governance measures and policies instituted by state authorities.

Promoting resilience, opportunities, and sustainability through partnerships for empowerment

This project aims to enhance economic empowerment and increase prosperity for low-income women and youth, particularly female youth, in the West Bank. The project seeks to achieve this by adopting a gender transformative approach to recognise, formalise, and amplify women and youth's existing roles in the agricultural and renewable energy sectors. Project activities include: (1) conducting policy advocacy initiatives to address policy barriers to women and youth's entrepreneurship; (2) providing entrepreneurship and business management training opportunities for women and youth; (3) assisting established MSMEs in expending their operations, accessing markets and adopting green business models; and (4) empowering renewable energy and energy efficiency engineers by providing career advancement opportunities and preparing them for leadership roles.

Inclusive Housing in the Pacific

Habitat for Humanity Canada in collaboration with Fiji Women's Rights Movement will facilitate a 2-day Women’s Housing Forum in Fiji. The Pacific Women in Housing Forum will bring together women, people who identify as women, women with disabilities, young women, Indigenous and two-spirit women, and male gender champions from across the Pacific including Canada, Australia, New Zealand, Fiji, Toga, Samoa, and Vanuatu to learn about climate resilient and affordable housing and document the barriers and opportunities to women accessing safe and climate-resilient, affordable housing. Four participants from each of the participating countries will be invited to attend the Women’s Forum and the subsequent Pacific Regional Housing Forum. Enhancing skills for inclusive economic recovery and growth in Lebanon

This project aims to enhance the employability and entrepreneurship of women, youth, persons with disabilities and refugees in Lebanon. It seeks to do so by strengthening Lebanon’s technical and vocational education and training (TVET) environment to be more gender-inclusive and market-responsive. The project aims to improve the skills and opportunities of at least 2,160 beneficiaries to support their economic participation. It seeks to improve the capacity of TVET institutions, programs and curricula to be more aligned with labour market and gender-specific needs, while also improving the job readiness of jobseekers and strengthening the capacity of entrepreneurs and micro, small and medium enterprises to establish or grow their businesses.

Breaking biases, bending barriers: Supporting uniformed women’s participation in UN peace operations

With Canada's support, the United Nations Institute for Training and Research (UNITAR) aims to enhance the meaningful participation of uniformed women in United Nations peace operations. UNITAR is working with Troop and Police Contributing Countries (T/PCCs) to ensure barriers to women's meaningful participation are identified and the recommendations implemented. Project activities include: (1) conducting analysis to identify individual T/PCC barriers and opportunities for uniformed women in peacekeeping operations, based on assessment results; (2) supporting institutional reform and developing gender-inclusive policies and practices; (3) conducting training and mentorship programs with a focus on leadership, specializing in mid-level management training for women officers; and (4) conducting awareness-raising activities, within each country, to highlight the importance of gender equality and the benefits of women’s participation in peacekeeping operations.

The proposed project aims to deliver technical equipment and training to strengthen Ukraine’s capacity to combat cybercrime and enhance its resilience to cyber-based and cyber-enabled threats, while supporting broader objectives to fortify the security and integrity of Canada’s critical infrastructure from abroad. These objectives will be achieved by strengthening criminal justice sector responses in Ukraine to enhance their ability to investigate, prosecute, and deter cybercrime as well as provide targeted support to improve Ukraine’s cybersecurity infrastructure.

Strengthening Women's Political Agenda for Gender Justice in Indonesia (SWOP)

The project aims to strengthen and expand grassroots women's movements to promote gender equality and equity across all aspects of life. It will directly engage over 3,000 women in ten provinces in Indonesia: Aceh, South Sumatra, Lampung, Yogyakarta, West Nusa Tenggara, East Nusa Tenggara, Central Kalimantan, South Sulawesi, Central Sulawesi, and Southeast Sulawesi. Additionally, the project will reach more than 20,000 individuals from both state and non-state actors to support women's political agendas for gender justice.
This initiative will serve as a bridge for grassroots women to collaborate with larger women's organizations and movements at local, national, regional, and international levels. It will also connect with individuals, influencers, media, and youth groups to amplify women's voices and agendas, driving changes in socio-economic, political, and cultural policies and practices.
Project activities include: conducting discussions and workshops to develop and revise materials for awareness and capacity building in 12 SP Communities and the National Secretariat, organizing learning circles in 12 SP Communities, implementing a Feminist Leadership School (FLS) in 12 SP Communities and the National Secretariat, conducting Feminist Participatory Action Research (FPAR) within the FLS framework in 12 SP Communities and the National Secretariat.
