About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project seeks to enhance the equal enjoyment of the rights of adolescent girls and women (AGW) to be free from gender-based violence (GBV). This includes child, early and forced marriage (CEFM) in Cambodia, Kenya and the Philippines. Project activities include: (1) providing family planning competency-based training to healthcare workers; (2) strengthening capacity of health center staff, private providers and hospital staff in psycho-social counseling, with a focus on sexual and reproductive health and rights (SRHR) and gender-based violence (GBV); (3) facilitating community actions that address community-specific SRHR needs and causes of GBV; and (4) providing data-driven advocacy training to improve the use of data as evidence to support resilient solutions to adolescent girls and women’s SRHR and GBV needs.

SEHAT: Strengthening Equitable Healthcare Access in Target Regions– Indonesia

This project aims to improve sexual and reproductive health and rights (SRHR) outcomes for marginalized or vulnerable women and girls (W&G) in six districts of Central Sulawesi and Papua, in partnership with the Indonesian authorities, the women's organization Aisyiyah and the Indonesian Family Planning Association (PKBI). The expected results of the project include: (1) improved delivery of sexual and reproductive health (SRH) care in facilities and communities for W&G; (2) increased utilization of quality health care, particularly SRH by W&G, including those who are marginalized or vulnerable. These results will be achieved through key project activities: (a) gender-sensitive training of healthcare providers at the puskesmas (health center) level, including on SRHR issues, emergency obstetric and neonatal care, family planning, post-abortion care, female genital care, gender-based violence and nutrition for mothers and girls; (b) creating or rehabilitating infrastructure, e.g. equipping selected puskesmas and creating mobile and satellite clinics for hard-to-reach communities ; (c) capacity-building and support for F&F, including those who are marginalized or vulnerable, in SRHR; (d) gender-sensitive training of community leaders on gender issues, for example by organizing community forums aimed at better dialogue between F&F and local power-holders, or by training religious and traditional leaders; (e) raising awareness of gender issues among boys, men and parents. The project will directly affect 420,000 people, and indirectly all 1.7 million people in the six districts.

Children Associated with Armed Forces and Groups: Prevention, Safe Release, and Reintegration

The "Children Associated with Armed Forces and Groups (CAAFAG): Prevention, Safe Release, and Reintegration in Mozambique" project aims to enhance the protection, well-being and empowerment of vulnerable children, particularly girls, affected by armed conflict in northern Mozambique. The project will: 1) Prevent recruitment and use of children by armed forces and groups through profiling of vulnerable children, providing alternatives, engaging communities in dialogues, and advocating for the implementation of key child protection policies; 2) Reintegrate children associated to armed forces and groups (CAAFAG) into their communities through safe release, access to gender-responsive services and psychosocial support, as well as durable, family-based solutions; and 3) Promote gender equality and empowerment through enhanced access of children to gender-responsive care, services and programs tailored to their specific needs. The project will build the capacity of support service providers and the resilience of communities most vulnerable to armed groups in northern Mozambique.

Skills and Livelihoods for Rohingya

This project aims to address the livelihood challenges of Rohingya refugees in Bangladesh by building their transferable vocational skills. Project activities include: (1) training 3,300 Rohingya refugees (40% women, 2% people with disabilities) to develop market-driven skills in key vocational areas. These areas include caregiving, cement and concrete works, electrical services, machine mechanics, and agriculture; (2) facilitating and increasing access to basic vocational training, focusing on accelerated adult learning, English language training, numeracy, and life skills. This supports labour mobility pathways in the case that beneficiaries move to a third country; and (3) working to increase access to sustainable, resilient and in-demand livelihood opportunities (wage and self-employment) in Cox’s Bazar camps and on Bhasan Char Island camps.
This project aims to directly benefits 11,000 Rohingya refugees.

Project activities include: : (1) supporting further engagement with key non-governmental stakeholders in the region on mine action; (2) facilitating exchange visits, technical working groups and other ad hoc forums between the Regional Mine Action Centre (ARMAC) and the region’s national mine action authorities; (3) developing a monitoring and evaluation framework; (4) developing and implementing comprehensive training programs for national authorities tailored to address the diverse mine action needs of the region; and (5) developing inclusive risk education programs and materials to raise awareness about the dangers of explosive ordinances.

It seeks to further strengthen international capacity to identify, prevent and respond to attempts by North Korea to evade United Nations Security Council resolution sanctions. The project does so by improving the capabilities of C4ADS’ web-based platform of consolidated open-source information about North Korean sanctions evasion networks called Arion. Project activities include: (1) integrating Arion information into the information systems of key stakeholders; (2) developing new training content; (3) creating a Traditional Chinese-language version of Arion; (4) adding vessel ownership information to Arion; (5) adding information and analysis to Arion about illicit transfers between North Korea and Russia; and (6) promoting Arion at major international events.
