About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This grant represents Canada's institutional support to the Commonwealth of Learning (COL). The COL uses these funds, along with other donor funding, to achieve its mandate, which is to help governments, institutions and organizations expand the scale, efficiency and quality of learning by using appropriate open, distance and technology-enabled learning.

Guided by its 2021-2027 Strategic Plan, the COL focuses its programming and advocacy using distance learning and technologies to achieve improved outcomes in education, skills development and lifelong learning across the Commonwealth. It acts as an enabler, a capacity-builder and a catalyst to empower people through learning that leads to economic growth, social inclusion and environmental conservation.

Biosafety and Biosecurity Capacity Building at the Africa Centres for Disease Control

This project aims to mitigate the longstanding and serious threats associated with “deliberate disease” emanating from Africa. These challenges that are prioritized by the African Centers for Disease Control and Prevention (Africa CDC), the G7, the United Nations and INTERPOL. This project aims to support Africa CDC to further develop and deliver a comprehensive Strategic Plan on Biosafety and Biosecurity. This project aims to improve sexual and reproductive health and rights (SRHR) through access to water, sanitation, and hygiene (WASH) services for women and adolescents in Bauchi State, Nigeria. Project activities include: (1) developing behavior change intervention packages for in-school and out-of-school adolescents; (2) improving WASH facilities in schools and health facilities; (3) training teachers and establishing health clubs to support menstrual hygiene management and life skills training for adolescents; (4) building capacity of healthcare workers to deliver quality sexual and reproductive health (SRH) and WASH services; (5) strengthening sexual and gender-based violence (SGBV) referral systems; and (6) improving the enabling policy environment by advocating for stronger WASH and sexual and reproductive health and rights policies.

The project seeks to reach 108,161 direct beneficiaries (20,717 adolescent girls and 71,907 women of reproductive age 15 to 49 years, and 15,537 adolescent boys) through 69 schools and 58 health facilities, 600,000 indirect beneficiaries in over 1,036 communities.
