About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

With GAC’s support, the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) emergency response in Syria and Lebanon is contributing to meet the needs of Palestinian refugees. Project activities include: (1) providing emergency assistance, including food, healthcare, water and protection services to meet the basic needs of up to 418,000 Palestinian refugees in Syria and up to 34,000 Palestinian refugees in Lebanon; and (2) supporting up to 48,100 Palestinian refugee children in Syria and up to 5,482 in Lebanon in continuing their school education.

With GAC’s support, Humanity and Inclusion is helping to address urgent post-operative and rehabilitation care needs in Gaza’s five governorates by providing outreach and center-based multi-disciplinary rehabilitation services for vulnerable Palestinians. These services include wound care, first rehabilitation responses, as well as individualized and collective psychosocial support to persons with injuries and their caretakers.

Security Sector Capacity Building in the West Bank

This project aims to strengthen the organizational capacity of the Palestinian Authority Security Forces (PASF) in the West Bank. The goal is to increase the PASF’s efficiency in providing security services to Palestinians. Project activities include: (1) enabling centralized vehicle maintenance; (2) providing material to bring emergency response training to an international standard; and (3) making safety upgrades at the small arms safety training facility, including the installation of washrooms reserved for female officers.

Empowering the Palestinian Security Sector

P005189001 & P005189002: This project aims to improve the operation of the Palestinian security sector, through support to the Office of the Quartet (OQ), in a manner that improves the lives of Palestinians and helps ensure stability in the West Bank and Gaza. Project activities include: (1) helping the Palestinian Authority increase safety and security in Palestinian communities where security services have not previously been available; (2) strengthening the functioning of the Customs Police; and (3) monitoring and assessing relevant policies, actions or activities that relate to the security and justice sectors. The project is also assessing the ability of the Palestinian judicial police to serve warrants and execute judgments of the family courts, which impact women and children in particular.
