In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

November 2024 - Yemen remains one of the world’s worst humanitarian crises, with over 18 million people estimated in need of assistance, or two-thirds of the population. The country has suffered decades of food insecurity due to a combination of drought, conflict, poverty and corruption . According to the August 2024 Integrated Food Security Phase Classification (IPC) report, Taiz region is experiencing high levels of acute food insecurity with 39% of the population in IPC Phase 3 and 14% facing severe food insecurity (IPC Phase 4).

With GAC’s support, Save the Children Canada aims to reduce suffering, increase and maintain human dignity, and save the live of 153,507 crisis-affected girls, boys, women, and men in Al Ma’afer, Al Mawasit, and Maqbanah Districts, Taiz Governorate in Yemen. Project activities include: (1) providing gender-responsive nutrition services through targeted health facilities treating severe acute malnutrition (SAM) and moderate acute malnutrition (MAM) cases in girls and boys under 5 and Pregnant and Lactating Women and girls; (2) training health workers on optimal gender-responsive Infant and Young Child Feeding in Emergencies practices; (3) establishing and maintaining waste segregation and disposal systems in targeted Health Facilities (HFs); (4) distributing hygiene kits to families of children with SAM and MAM cases in targeted HFs; and (5) providing gender-responsive protection services including referral, case management, Mental Health and Psychosocial Support at community level and at identified Sexual and Gender-based violence shelters.

November 2024 – In Haiti, the deteriorating security situation further impacts the humanitarian crisis. Armed gangs now control over 80% of the Port-au-Prince Metropolitan Area. Approximately 5.5 million Haitians (almost half of the population) are affected, with over 700,000 internally displaced people (IDPs). The most urgent needs of affected households in the West Department include food, protection, shelter, non-food items, and medical assistance. IDPs in the area face increased risk of physical violence, including sexual violence, family separation, mental health, and inflicted distress.

With GAC’s support, World Vision helps reduce suffering, increase and maintain human dignity, and save lives in the Port-au-Prince Metropolitan Area (Carrefour Feuilles, Croix-des-Bouquets, Delmas, Petion Ville, and Tabarre) and La Gonave (Anse-à-Galet and Pointe-à-Raquette). The project focuses on IDPs and host communities experiencing humanitarian crises, especially women, girls and people with disabilities. Project activities include: (1) distributing multipurpose cash assistance; (2) providing health and nutrition services, including immunizations and treatments for severe and moderate acute malnutrition; (3) raising awareness through campaigns on preventing water, sanitation and hygiene (WASH) related diseases; (4) case management; and (5) training child protection committees and community leaders to identify and respond to child protection, sexual and gender-based violence (SGBV), and sexual exploitation and abuse.

November 2024 – In Colombia, the Darien Gap, a vast jungle covering 750,000 hectares along the border with Panama, is the most dangerous part of the route migrants must pass through to reach the United States.. Migrants going through the Darien Gap experience twice as many hardships compared to other countries, including natural hazards and organized crime. The region also experiences a lack of health services and a substantial increase in sexual and gender-based violence(GBV), used as a weapon of terror and a source of extortion against an already vulnerable population. In 2023, 520,000 people crossed the Darien Gap, with 800,000 expected to cross in 2024.

Supporting the labour inclusion of forcibly displaced women in Mexico

This project aims to enhance the social and financial well-being of refugee women caregivers in Mexico, particularly single mothers. It does so by facilitating access to childcare services and private sector employers, thus allowing refugee caregivers to pursue training and employment opportunities. Project activities include: (1) advocating with private sector and government partners to include childcare facilities within companies, promoting workplace support for refugee caregivers; (2) supporting the identification of new childcare centers in collaboration with private sector partners and local civil society organizations; (3) providing technical assistance for the design and establishment of childcare facilities; (4) delivering training sessions for childcare providers; (5) monitoring and evaluating the effectiveness of the childcare model in meeting the needs of refugee families; and (6) integrating the expertise of local civil society organizations in developing and promoting childcare models that respond to the needs of refugee families. The project benefits 2,500 refugee women caregivers taking part in the UN Refugee Agency’s Local Integration Program.

November 2024 – According to the 2024 United Nations Office for the Coordination of Humanitarian Affairs (OCHA) humanitarian needs overviews, 13.6 million people in Syria and 17.4 million people in Yemen need water, sanitation and hygiene (WASH) assistance. In Syria, the ongoing economic and environmental shocks, particularly the water crisis and disease outbreaks, combined with the February 2023 earthquake and ongoing conflict increased the severity of the humanitarian crisis. Half of Syria’s water and sanitation systems no longer function properly, with wastewater often discharged in rivers.

Yemen, one of the most water-stressed countries globally, faces water sources depletion and desertification due to recurrent drought, rising temperatures, and prolonged conflict. Over 80% of Yemen’s population is not connected to the sewer system, and 39% lacking access to safe sanitation disposal. The country experienced the largest cholera outbreak reported in recent history from 2016 to 2022, with 2.5 million suspected cases. As of 2024, the WASH sectors in Yemen and Syria face significant funding gaps, with 16.2% of WASH needs in Syria and 44.5% in Yemen funded according to OCHA's 2024 Humanitarian Response Plan.

With Global Affairs Canada’s support, ACTED helps meet the critical WASH needs and reduce health risks for vulnerable women, men, boys and girls in Northern Syria and Yemen. Project activities include: (1) strengthening gender-inclusive WASH facilities in health facilities; (2) strengthening emergency water assets and water trucking support in at-risk communities; (3) strengthening emergency sanitation infrastructure in at-risk communities; and (4) providing emergency cholera hygiene kits and promoting hygiene awareness. With these activities, the project aims to reach 555,500 beneficiaries.

October 2024 – Haiti and Colombia continue to experience deteriorating humanitarian conditions, with high levels of needs cutting across all regions and sectors. Estimates reveal that about 8.3 million people face humanitarian needs in Colombia in 2024 due to the impacts of ongoing conflict, displacement, food insecurity and climate-induced disasters. Haiti remains impacted by decades of political, social and economic challenges, exacerbated by natural disasters and gang violence. As a result, an estimated 5.5 million people need humanitarian assistance.

With GAC’s support, Canadian Lutheran World Relief supports access to gender-responsive protection and sexual and gender-based violence (SGBV) response services in crisis-affected communities, focusing on women and girls. It also aims to improve communities’ water, sanitation and hygiene services, and hygiene and sanitation practices. Project activities include: (1) establishing and supporting women and girls’ safe spaces; (2) developing community-level awareness-raising campaigns concerning women’s rights, SGBV reporting, and service referral mechanisms; and (3) rehabilitating water sources.

December 2024 – The humanitarian impact of the conflict in northern Ethiopia from 2020 to 2022, continues to be felt. The Tigray region suffered significant damage, with much of its healthcare and water infrastructure damaged or destroyed. Many people remain displaced from their homes and basic services remain limited for much of the population.

With GAC’s support, FH Canada helps provide a multi-sectoral humanitarian response to critical needs in Tigray. Project activities include: (1) restoring water points and sanitation facilities; (2) distributing non-food items or multi-purpose cash grants; and (3) providing protection services to mitigate the increased risk of sexual and gender-based violence (SGBV) for vulnerable women and girls.
