About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

December 2024 – In situations of humanitarian crisis, women and girls often bear the brunt of the impact. This is frequently due to societal norms that deprioritize their needs or to the breakdown of local protection mechanisms increasing their vulnerability to sexual and gender-based violence. This is particularly true in situations of conflict or insecurity such as those in Burkina Faso, Chad, Ethiopia, Somalia, and South Sudan.

Sudan Crisis - Protection, Cash and WASH - Plan International Canada 2024

December 2024 - As a result of the ongoing conflict between the Sudanese Armed Forces and Rapid Support Forces, Sudan faces a complex and unprecedented humanitarian crisis. Its characteristics comprise massive protection violations, the displacement of over 11 million people and dire levels of acute food insecurity and malnutrition in many parts of the country. More than 680,000 Sudanese refugees require assistance in eastern Chad. Also, more than 180,000 Sudanese refugees and 630,000 South Sudanese returnees require assistance in South Sudan.

October 2024 – Afghanistan continues to experience deteriorating humanitarian conditions, with high levels of need cutting across all provinces and sectors. In 2024, an estimated 23.7 million people require humanitarian assistance due to the impacts of many years of conflict, chronic food insecurity, displacement, broad economic crisis, and climatic events.
With GAC’s support, War Child Canada provides humanitarian assistance to vulnerable communities in Afghanistan. Project activities include: (1) providing health care services to women and children; (2) providing psychosocial support to women and children and other community members; (3) providing protection services; and (4) distributing essential relief items.

November 2024 – The central Sahel (Burkina Faso, Mali, and Niger) is facing multiple humanitarian crises driven by armed conflict, internal and cross-border displacement, high rates of acute food insecurity and malnutrition, and gaps in emergency health services. In 2024, one in five people in the central Sahel countries (approximately 17.7 million people) require humanitarian assistance.
With GAC’s support, CARE Canada is providing multi-sectoral assistance to 721,077 displaced persons and host communities in Burkina Faso, Mali, and Niger. The initiative focuses on responding to the urgent health, nutrition, and protection needs of particularly vulnerable groups, including pregnant and lactating women, persons with disabilities, adolescents and young mothers, infants and children under 5, and survivors of sexual and gender-based violence (SGBV). Project activities include: (1) providing primary health services via health facilities and mobile teams, including sexual and reproductive health (SRH) services and psycho-social support (PSS); (2) supporting the rehabilitation and maintenance of health facilities providing essential services to crisis-affected populations; (3) distributing dignity, hygiene and essential kits to targeted women and girls; (4) establishing and training of community liaisons and outreach groups on key health, protection, and nutrition issues, including SRH, SGBV, protection from sexual exploitation and abuse (PSEA), and infant and young child feeding (IYCF); (5) conducting regular screening and monitoring for moderate and severe acute malnutrition (MAM and SAM); (6) providing nutrition treatment services and referrals for MAM and SAM cases; (7) establishing maternal, infant and young child nutrition (MIYCN) safe spaces in health facilities; (8) establishing and maintaining women and girls safe spaces, including PSS, case management and referral services for SGBV; (9) and organizing SGBV awareness campaigns with key stakeholders, such as community leaders and relevant security actors.

November 2024 - Yemen remains one of the world’s worst humanitarian crises, with over 18 million people estimated in need of assistance, or two-thirds of the population. The country has suffered decades of food insecurity due to a combination of drought, conflict, poverty and corruption . According to the August 2024 Integrated Food Security Phase Classification (IPC) report, Taiz region is experiencing high levels of acute food insecurity with 39% of the population in IPC Phase 3 and 14% facing severe food insecurity (IPC Phase 4).
With GAC’s support, Save the Children Canada aims to reduce suffering, increase and maintain human dignity, and save the live of 153,507 crisis-affected girls, boys, women, and men in Al Ma’afer, Al Mawasit, and Maqbanah Districts, Taiz Governorate in Yemen. Project activities include: (1) providing gender-responsive nutrition services through targeted health facilities treating severe acute malnutrition (SAM) and moderate acute malnutrition (MAM) cases in girls and boys under 5 and Pregnant and Lactating Women and girls; (2) training health workers on optimal gender-responsive Infant and Young Child Feeding in Emergencies practices; (3) establishing and maintaining waste segregation and disposal systems in targeted Health Facilities (HFs); (4) distributing hygiene kits to families of children with SAM and MAM cases in targeted HFs; and (5) providing gender-responsive protection services including referral, case management, Mental Health and Psychosocial Support at community level and at identified Sexual and Gender-based violence shelters.

Haiti crisis – health, nutrition and protection support – World Vision 2024

November 2024 – In Haiti, the deteriorating security situation further impacts the humanitarian crisis. Armed gangs now control over 80% of the Port-au-Prince Metropolitan Area. Approximately 5.5 million Haitians (almost half of the population) are affected, with over 700,000 internally displaced people (IDPs). The most urgent needs of affected households in the West Department include food, protection, shelter, non-food items, and medical assistance. IDPs in the area face increased risk of physical violence, including sexual violence, family separation, mental health, and inflicted distress.
With GAC’s support, World Vision helps reduce suffering, increase and maintain human dignity, and save lives in the Port-au-Prince Metropolitan Area (Carrefour Feuilles, Croix-des-Bouquets, Delmas, Petion Ville, and Tabarre) and La Gonave (Anse-à-Galet and Pointe-à-Raquette). The project focuses on IDPs and host communities experiencing humanitarian crises, especially women, girls and people with disabilities. Project activities include: (1) distributing multipurpose cash assistance; (2) providing health and nutrition services, including immunizations and treatments for severe and moderate acute malnutrition; (3) raising awareness through campaigns on preventing water, sanitation and hygiene (WASH) related diseases; (4) case management; and (5) training child protection committees and community leaders to identify and respond to child protection, sexual and gender-based violence (SGBV), and sexual exploitation and abuse.

November 2024 – In Colombia, the Darien Gap, a vast jungle covering 750,000 hectares along the border with Panama, is the most dangerous part of the route migrants must pass through to reach the United States.. Migrants going through the Darien Gap experience twice as many hardships compared to other countries, including natural hazards and organized crime. The region also experiences a lack of health services and a substantial increase in sexual and gender-based violence(GBV), used as a weapon of terror and a source of extortion against an already vulnerable population. In 2023, 520,000 people crossed the Darien Gap, with 800,000 expected to cross in 2024.
