About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Strengthening climate resilience, saving endangered species and improving livelihoods in Belize

This project seeks to strengthen the local capacity of the youth population and the climate resilience of the community of Gales Point Village in Belize. This is a coastal area home to many species of endangered animals, which is also vulnerable to sea level rise and climate disasters like Hurricane Lisa in 2022. Project activities include : (1) expanding seagrass monitoring and mangrove restoration efforts to address biodiversity loss; (2) targeting households that utilize outdoor fire hearths to participate in a regenerative agroforestry project to aid in reforestation, carbon sequestration, and provide sustainable livelihood opportunities in Gales Point Village; (3) collecting data on endangered manatees in the sanctuary through a health assessment and satellite-tagging program to protect biodiversity; and (4) enhancing climate change education locally.

Biodiversity governance innovation programme (BioGov) in Suriname

This project seeks to enhance the conservation and protection of biodiversity, through improved governance and monitoring, to improve the quality of life for citizens of Suriname. The project primarily focuses on women and Indigenous Peoples, who rely more heavily on natural resources for livelihoods, health, and sanitation. Project activities include: (1) providing technical assistance from biodiversity experts to develop implementation plans for National Biodiversity Strategies and Action Plans that address the needs of vulnerable people; (2) establishing a data management system for national biodiversity focal points and other relevant government institutions; (3) supporting the engagement of women, Indigenous People, and tribal groups to participate in designing and managing select biodiversity project areas; (4) strengthening biodiversity negotiation and advocacy skills of relevant government representatives; (5) providing technical assistance to national biodiversity focal points and relevant government institutions to revise laws, policies, and regulations based on localizing biodiversity-related multilateral environmental agreements; and (6) developing biodiversity finance proposals with experienced writers and government staff (learning by doing).

Ukraine Energy Support Fund

The Ukraine Energy Support Fund is a multi-donor platform established in 2022 to counteract the impact of Russian attacks against critical energy infrastructure. This project seeks to improve the resilience of Ukrainians to energy shocks so that they can benefit from stable access to electricity, water, and heating.
Project activities include: (1) procuring and delivering energy equipment such as transformers, generators, switches, compressors, pipes, and other materials required for repairing damaged energy infrastructure; and (2) procuring and delivering rooftop solar systems with energy storage, back-up energy systems and fuel to hospitals, clinics, or other critical health infrastructure to allow them to continue delivering essential services during power outages.
