About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Responding to risks and opportunities for peace in Sub-Saharan Africa

This project aims to increase the effectiveness of peace, reconciliation, and dialogue processes in Ethiopia and Sub-Saharan Africa by providing adaptive and flexible support in the Somalia regional. This is done through the support of the Truth and Reconciliation Commission (TRC), Tigrayan civil society, and peace actors in Sub-Saharan Africa. Project activities include: (1) supporting Somali regional Truth and Reconciliation Commission (TRC) to conduct 4 public hearings and to demonstrate responsiveness to gender specific or conflict related sexual violence raised by the victims; (2) providing emergency victims support to at least 240 victims and survivors (of which over 40% are women and girls); (3) facilitating peace collaboration meetings with Tigrayan civil society through semi-structured or informal interviews and focus group discussions; (4) conducting a gender-sensitive conflict analysis and identify potential entry points to advance peace processes; and (5) providing flexible funding to the partner's activities and sub-partners in Sub-Saharan contexts, with contexts to be determined in consultation with Global Affairs Canada.

Health Security Partnership to Strengthen Disease Surveillance in Africa (HSPA) Phase II

This project leverages the partnership between the World Health Organization (WHO) Pandemic and Epidemic Information Centre and the Africa Centres for Disease Control and Prevention (Africa CDC). It aims to strengthen capacities in biosafety and integrated disease surveillance to reduce biological threats—whether intentional, natural, or accidental—and builds on Phase I of the Africa Health Security Partnership. The project activities include the following: (1) Establishing a robust biosurveillance system in selected countries; (2) Organizing targeted training in interdisciplinary social research at the subnational level to improve the rapid identification and detection of biological threats; and (3) providing comprehensive training programs on pandemic information and data science for public health professionals in participating countries.

The goal of the project is to strengthen the protection of civilians in the border region between Benin, Togo and Burkina Faso, where insecurity is growing because of the expansion of non-state armed groups. The project addresses the critical needs of vulnerable border communities through the following actions: implementing inclusive community protection groups; strengthening forums for dialogue between communities, civil authorities, and defence and security forces (DSF); training DSF to protect civilians; and carrying out strategic advocacy with national and local (communes, departments) authorities.

Fight against the spread of insecurity and violent extremism in West Africa

The project is designed to help reduce the spread of insecurity and violent extremism on the border area between Côte d’Ivoire, Burkina Faso and Mali by establishing local conflict management mechanisms that are coordinated across borders, with a particular focus on women, youth and the most marginalized groups within the communities. Project activities include the following: (1) building the capacity for dialogue and coordinated efforts among the target populations; (2) increasing their capability to mobilize and build networks to manage tensions and conflicts in their communities; and (3) strengthening the capacity of local organizations that work with women, youth and marginalized groups. This is achieved through training, coaching, technical and financial support (grants), and by implementing local and cross-border initiatives focused on peacebuilding and stabilization.

Strengthening transnational youth peace leadership along the Ivorian-Ghanaian border

This project aims to empower diverse young women and men to be collaborative leaders driving peaceful change in the northern borderlands of Côte d’Ivoire and Ghana. It seeks to increase the prospects for sustained peace and security in the northern border regions by empowering young people to strengthen the emerging peacebuilding ecosystem in the region. The project also aims to ensure that decision-making and peace processes are grounded in, and responsive to, the vulnerabilities and frustrations driving youth recruitment, strengthening youth resilience against being drawn into violence. Project activities include: (1) building the capacity and confidence of youth for peace leadership; (2) shifting barriers to youth engagement to create a conducive environment for their meaningful engagement in decision-making and peace processes; and (3) connecting youth locally, nationally and across borders.

Project activities include: (1) investing in innovative data initiatives and supporting developing critical data sets; (2) supporting developing analytics tools for better crisis early warning, anticipation, prevention and response and strengthen stakeholder data literacy; (3) providing data literacy training; and (4) facilitating and promoting data sharing and increased access to data.
