About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

This grant represents Canada’s long-term institutional support to the Kimberley Process (KP) Secretariat. The KP Secretariat uses these funds and other donors’ funding to achieve its mandate, which is to break the link between rough diamonds and conflict. The KP is an international multi-stakeholder certification scheme that prevents the flow of “conflict diamonds” and helps protect the legitimate trade of rough diamonds. It is mandated by the United Nations and endorsed by multiple United Nations General Assembly (UNGA) and United Nations Security Council resolutions. The KP contributes to ending diamond-fuelled armed conflicts in sub-Saharan Africa, particularly in its early years. Canada, a founding member, played a key role in establishing the KP. Canada’s contribution helps the Secretariat enhance the KP’s work in a professional and dedicated administrative capacity.

March 2025 - West Bank and Gaza continue to experience deteriorating humanitarian conditions, with high levels of need in water, sanitation and hygiene (WASH), multi-purpose cash assistance (MPCA), nutrition and protection. In 2025, the UN estimated that 3.3 million people (1 million children) require life-saving assistance. Widespread damage to infrastructure and limited humanitarian access created critical needs for WASH and health-care services across the Gaza Strip. Food insecurity is worsening and exposes 322,000 children to the risk of malnutrition. In the West Bank, violence and economic hardship impact over 830,000 people needing health care and WASH support.

With GAC’s support, the United Nations International Children's Emergency Fund (UNICEF) helps provide life-saving support in WASH, health, nutrition, child protection, social protection and cash transfers while supporting system restoration to children and their families, across the Gaza strip and the West Bank. Project activities include: (1) repairing, operating and maintaining water, sanitation and hygiene infrastructure and services; (2) enhancing primary-level care through mobile clinics while improving secondary care; (3) prevention, early detection and treatment of wasting, including through provision of complementary food, supplements, counselling and social and behaviour change; (4) providing vulnerable households with multi-purpose cash payments; and (5) preventing exploitation and sexual abuse and strengthening survivor assistance by enhancing grassroots initiatives and by expanding feedback mechanisms.

March 2025 - The humanitarian crisis in the West Bank and Gaza remains dire, with the UN estimating that 3.3 million people (1 million children), require life-saving assistance in 2025. The health system in the Gaza Strip continues to be dismantled and devastated by attacks, with70% of hospitals non-functional due to fuel shortages and damage. Overcrowded living conditions and poor sanitation have caused a rise in communicable diseases, while severe restrictions delay and disrupt humanitarian efforts to provide essential health care and services.

With GAC’s support, the World Health Organization (WHO) responds to immediate health needs in Gaza and the West Bank, with the aim to save lives, alleviate suffering and maintain human dignity.
Project activities include: (1) increasing access to essential health services, (2) enhancing disease surveillance and diagnostic systems to improve early detection and response to outbreaks, and (3) supporting the coordinated delivery of health services with UN agencies, international and national partners, and donors.
