In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

November 2024 – The 2024 Humanitarian Needs Response Plan reports that 6.5 million people across Ukraine require support within the protection cluster and its sub-clusters. The ongoing trauma, increased levels of sexual and gender-based violence (SGBV), and limited access to mental health services worsen the situation. The protection cluster identified psychosocial support as a key objective, with about 500,000 people across Ukraine requiring individual or group mental health and psychosocial support (MHPSS) services. To date, 270,000 people have been reached, showing the urgent need for more partners to address this gap. The Winter Response Plan (WRP) states that nearly 4 million internally displaced persons in Ukraine have significant humanitarian needs, including 85,000 individuals currently living in shelters.

November 2024 – 11.1 million people need protection-related support. These include 3.2 million children and 7.8 million people with health-related and shelter needs. The displacement and family separation increased the risk of gender-based violence (GBV), human trafficking and other conflict-related protection risks, such as torture. Also, the decline in mental health and unprocessed trauma reduced individuals’ ability to cope with daily life. This helps to increase protection risks, including GBV and child abuse, and caregivers’ capacity to provide care for children.

With Global Affairs Canada’s support, Development and Peace helps address the urgent needs of 6,250 vulnerable women, men and children impacted by the ongoing conflict in Kharkiv, Mykolaiv, and Odesa oblasts. December 2024 - As a result of the ongoing conflict between the Sudanese Armed Forces and Rapid Support Forces, Sudan is facing a complex and unprecedented humanitarian crisis. This is characterized by massive protection violations, the displacement of over 11 million people and dire levels of acute food insecurity and malnutrition in many parts of the country.

With GAC’s support, ADRA Canada aims to address the life-saving protection and water, sanitation and hygiene (WASH) needs of conflict-affected internally displaced persons (IDPs) and host communities in El-Gezira and White Nile, with a particular focus on women and girls. Project activities include: (1) providing age-appropriate, gender-responsive and inclusive protection services, referrals and case management support; (2) raising awareness among community members, including men and boys, on sexual and reproductive health and rights (SRHR), protection from sexual exploitation and abuse (PSEA) and prevention of sexual and gender-based violence (SGBV); (3) providing multi-purpose cash assistance to vulnerable households; (4) rehabilitating gender-responsive and inclusive water systems, latrines and handwashing facilities; and (5) sensitizing community members on safe and environmentally-friendly hygiene practices.

This grant is Canada's long-term institutional support for the Organisation internationale de la Francophonie (OIF). The OIF uses these funds, as well as those of other donors, to carry out its mandate. The OIF's mandate includes: (1) the promotion of the French language and cultural and linguistic diversity; (2) the promotion of peace, democracy and human rights; (3) support for education, training, higher education and research; and (4) the promotion of sustainable economic development and solidarity. The OIF aims to incorporate the transversal axes of youth and gender equality into the implementation of its strategic objectives. The OIF conducts its activities with other institutions of La Francophonie, civil society and national, international and multilateral organizations.
