This grant supports a one-day conference in Ottawa to reflect upon and examine how Canada can better balance the CAF level of ambition under Strong, Secure, Engaged and the available resources in relation to defence acquisitions processes. The conference will dissect and examine how the CAF and DND can fulfil the procurement ambitions outlined in Strong, Secure, Engaged.

This DEP grant is for a major one-day conference in Ottawa to reflect upon and provide a status report on Canada’s defence policy, Strong, Secure, Engaged. The conference will discuss ways DND and the CAF can expand the defence workforce, diversify it and change the employment model for reserve employment. As well, it will examine DND’s implementation of the procurement ambition and progress on adapting the policy changes for new capabilities in Strong, Secure, Engaged, along with the evolution of North American defence.

This grant supports a four-month coordinated research and information sharing initiative that will engage women who are presently serving and veterans of the Canadian Armed Forces to identify the real and perceived barriers to female participation in the cyber and network security industries.

The primary objective of this research program is to examine the implementation of gender guidelines, covering both diversity targets and the incorporation of gender perspectives in policies, operational planning and missions, comparing government initiatives with those of international organizations, since there is considerable interplay between the national and international levels of analysis.

This grant supports an international conference in the fall 2018, which will bring together leading world experts currently conducting research on the Donbas and/or Russian geostrategic policies in areas that were formerly part of the Soviet space. The analysis generated from this event will be of direct service to the Canadian government with regard to its foreign policy in this region.

This grant supports the 2018 iteration of the East Asia Maritime Security Forum, focused on regional maritime cooperation in Asia Pacific and the Arctic. Panel discussions will include Canadian speakers talking about the Arctic regional cooperation from Canada’s perspective which will provide a lessons or implications for the maritime regions in Asia Pacific, e.g. the South China Sea, East China Sea, Southeast Asia waters.

This project seeks to investigate two significant, inter-related sources of regional and global instability emanating from Southeast Asia and to consider possible responses, including responses by Canadian public and private actors. Specifically, the project will address the rising threat of ethno-religious nationalism in Southeast Asia, the continuing conflict in the Southern provinces in Thailand, ongoing militant activity in the Philippines and Indonesia, and a variety of Islamic State and al-Qaida linked terrorist groups.

This project will work with the 1st Canadian Ranger Patrol Group to develop more formal, substantive measures to evaluate the contributions, successes, and shortcomings of the Canadian Rangers as a component of the Canadian Armed Forces Reserves within a Northern Canadian context.

This grant supports a workshop that responds directly to the diversity and well-being priorities of the Canadian Armed Forces, including how Canada can improve the support given to CAF members as they transition from military to civilian life; how the CAF can best address mental health issues; and, what strategies have been useful for other large organizations in addressing systemic discrimination. A GBA+ analysis will be used throughout the workshop, including the application of this lens to veteran transition policy and programs.

The purpose of this grant is to fund a 9- to 12-month research project aimed at determining if there are more comprehensive measures for security investment, beyond NATO’s 2% target for defence spending, that would more accurately measure allied and partner contributions to transatlantic security.
