Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Long Pond Breakwater Erosion Mitigation
This project entails upgrades to the Long Pond Breakwater that separates Conception Bay from Long Pond - the home of the Inner Harbour, Royal Newfoundland Yacht Club, Long Pond Harbour Authority, Community Park, and downtown business district, as well as private properties. Breakwater upgrades included in this project have been designed to withstand a 100-year storm with sea level rise considerations by the year 2100. The breakwater has been divided into segments, to ensure each segment is best constructed to withstand the unique wave action and offshore conditions observed in the Coastal Engineering Assessment which took place during 2022. Considerations were also made to ensure the asset can tolerate, and projected conditions for the next 75 years.

Addressing Community Flooding in Carmacks and Little Salmon Carmacks First Nation (LSCFN), Yukon
The Village of Carmacks and LSCFN has been experiencing serious and disruptive flooding of the downtown core, several homes, cabins and fish camps, as well as essential services over the past several years. The Community Flooding in Carmacks and Little Salmon Carmacks First Nation project would create permanent flood mitigation structures in the community by raising a crucial roadway along River Drive, and building structural dikes along the Yukon River.
This project aims to prevent flooding of properties including the recreation complex and municipal services building, the health centre, fire hall and police station, as well as several homes and businesses. It would also see improvements to the communities wastewater treatment system, which has been infiltrated and overburdened in previous flooding events, leading to direct sewage discharge into the Yukon River, backups and boil water advisories.

The Short-Term Rental Enforcement Fund aims to limit short-term rentals that take away units from the long-term rental market across the country. This is accomplished by providing grant funding to municipalities and Indigenous communities with existing strict regulatory regimes to support the local enforcement of short-term rental restrictions in an effort to make more long-term housing units available in Canada.
