In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Protection Works Mitigating Floods In The Deux-Montagnes Lake Sector

Description:

The purpose of the project is to develop, consolidate and enhance various protection works to protect the local population from the floods which are now becoming more frequent (twice in three years above the 1 in 100 years mark) and to protect the essential services and infrastructures of the towns regrouped in this project. It includes acquisition of land in the flood zone, construction of a dyke in Deux-Montagnes on 0,8 km with a height of 25,71 m, and enhancement of the pluvial network in the flood zone. The following is also inluded in the project: in Pointe-Calumet, the enhancement of a 11,6 km dyke to reach an height of 25,71 m; in St-Joseph du lac, construction of 25 m tall floodgates in the Perrier brook sector and a dyke of 300 m on the Des Sables creek; in Oka, looping works on 150 m in the aqueduct network, installation of two dykes on 2,5 km, heightening the De la Plage street, installing pumping systems, and modifications to the loading pier in the Oka-Hudson crossing.

The project goal is to set up a raw water reserve protected from the waters of the Beaudet Reservoir with two separate water intakes one in the reservoir, the other upstream in the Bulstrode River (upstream of industrial storm drains), dredging part of the reservoir Beaudet in order to obtain a total useful volume of raw water to protect the water intake and allow for a sufficient volume of raw water to cope with a significant drought, to dehydrate the dredged sediments on a drying bed (permanent installation) and dispose of it in a sediment disposal area that will be transformed into a recreational and tourism area.
