In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Guysborough Sidewalk Expansion, Province of Nova Scotia
The project is the construction of sidewalk along both sides of Main Street (Route 16) in Guysborough, Nova Scotia that will connect to community health services and business. Approximately 2km of sidewalk, pedestrian safety measures (curbing and cross-walks) and enhancements (benches and signage) will extend the existing sidewalk along the main throughfare. Dedicated sidewalks along main street will improve pedestrian safety, access to community health services and retail outlets and connect to the Guysborough Shoreline and TransCanada Trails.

Jane Street Cycle Track and Sidewalk Project, City of Vaughan, Ontario
The City of Vaughan will construct approximately 8 kms of cycle tracks on both sides of Jane Street (17 linear kms), 4kms of missing sidewalk and 32 light standards between Highway 7 and Teston Road in Vaughan, Ontario. The project includes accessibility improvements, more than 20 active transportation focused intersection and driveway treatments, as well as 41 transit stop modifications to support people of all ages and abilities wanting to walk, bike or take transit along the corridor. The project will provide first-last mile connections to 41 transit stops, 3 bus terminals, bus rapid transit and a subway system.

Tsulquate Reserve Flood Mitigation Project
The community of Gwa’sala-‘Nakwaxda’xw near Port Hardy, British Columbia, has an increasing need for flood mitigation infrastructure due to recurrent coastal and river flooding as well as sea level rise. The project comprises two key elements: the building of a sea dike with a float engineered beach connected to a river dike; and the upgrade of the main bridge across the Tsulquate River which allows the community to access essential services.
