In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Fraser River Bank Erosion Protection Enhancement Project

This Project seeks to reduce the risk of further erosion on the Fraser River bank, and in particular the erosion of the Matsqui Dyke, which protects the Sumas First Nation and the Matsqui First Nation downstream. The Project will use two types of assets to achieve this : the construction of benched vane spurs along the south bank of the Fraser River and the construction of several hard points at the existing erosion arcs, to prevent them from further enlarging. Once complete, the Project is expected to protect the dyke from erosion caused by climate change.

Community Sidewalks & Walking and biking Trail System for the Community

A consultant/engineer will be hired to plan/design the community sidewalks and plan/design a walking/biking trail system that will connect the community to 711 acres of adjacent farm property.
The overall goal of this project is to promote physical activity and provide a safer/more accessible walking/biking environment for the entire community.
As a result of this planning and design project, future projects constructing sidewalks and walking/biking trail system could be connected to the community’s farm property.
Resulting construction projects would also contain various signage (in English & Mi’Kmaq language) showing walkers/bikers where they are on the trail to minimize risk of getting lost. Harmony Creek Trail extension in Oshawa ON

The applicant plans to create multiple multi-use/recreational trails to add to the City's existing Harmony Creek Trail. Furthermore, the City proposes to construct a bridge to be installed across the Harmony Creek to provide pedestrian and cyclist access between Esterbrook Drive and Arborwood Drive. It will add approximately 1km to the City’s multi-use recreational trail network, and provide a 3m wide, paved, multi-use recreational trail, and a bridge will be installed across the Harmony Creek to provide safe pedestrian and cyclist access. In addition to connecting to the City's existing trail system, the Harmony Creek Trail extension will provide an accessible off-road, active transportation route for residents to walk to a nearby recreation centre, schools, retail stores, restaurants and regional transit hub.

The project will also add more bike racks to increase the amount of bike parking in the park.
