In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Education and Outreach to Support the Development of STEM Opportunities for Youth in the Beaufort Delta Region, NWT.

The objectives of this project are to facilitate outreach and education opportunities in STEM fields (science, technology, engineering, and math) for public school (K-12) students and youth in Beaufort Delta communities. This will be done by enhancing the current programming that is offered in Inuvik, and expanding the programming into seven additional communities in the region.

Food security and sustainable fishery development: Seasonal and spatial variations in hunting and fishing in Gjoa Haven, Nunavut

This proposed study aims to assess current harvest practices and how they contribute to sharing practices, knowledge about the land, environmental changes, and ultimately food security and knowledge transfer. We, therefore, plan to conduct a 2-year detailed harvest study with a representative sample of occasional, frequent, and intense harvesters from the community. The objective of the harvest study is to gain insights regarding how hunters currently use the land, what species are harvested in different locations throughout the year, what the returns of hunting and fishing effort are, how hunting and fishing activities are linked, and what financial costs and constraints subsistence harvesters face. This study will provide a baseline status for harvest levels, value of local fisheries (such as Arctic char, white fish and lake trout), and increase understanding of the local economy, food security, and access to country food in Gjoa Haven.

Circumpolar Giant Floor Map

The POLAR Circumpolar Giant Floor Map (GFM) and Classroom Floor Maps (CFMs) program will see the creation of two GFMs and five CFMs. Two GFMs and three CFMs that will tour to schools across Canada for three years with a specific focus on reaching schools in Northern Canada. The additional two CFMs will be shipped to CHARS and Polar headquarters. Each GFM/CFM will tour with an accompanying kit of classroom activities and props that will bring the map to life and highlight important advances being made in Canadian Northern science and innovation.

As a result of the touring of five maps, both northern and southern Canadians will have a better understanding of the critical role that science and technology play in Northern Canada and the leadership role that POLAR holds in the field. Additionally, students and teachers will be better informed of how the Arctic has, and continues to, change and discover what effect they can have on this process.
