About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Police Relations with Inuit: An Analysis of Practices and Policies in Nunavik
Working in collaboration with the Kativik regional police corp. (which was established in 1995 and provides police services in the 14 communities of Nunavik) and the Nunavik center for justice, who will assist in finding participants for sharing circles, the project will seek to understand the cultural misunderstandings that tarnish relations between the police and the Inuit. It will provide concrete solutions to increase levels of confidence between the two. It will also examine the judicial context under which these relations exist, since many Inuit women do not fully understand the Canadian justice system. The project will also examine the Kativik regional police corp.’s practices regarding recruitment and retention.

Kitchenuhmaykoosib Inninuwug (KI) is experiencing safety and wellness issues which continue to overload service providers and the community in responding effectively and efficiently. In support of the safety plan, the community will engage in the creation of an Elders Circle, youth group, language and culture land based camp and interagency forum. These activities will support community development to increase their safety capacity. The target population will include: children, youth, young families, Elders, seniors and other members of the community.
Band administration, Elders group, health department and the safety advisory will be responsible for delivering activities monthly over the course of the 11 months. Project activities will be led by a coordinator who will be responsible for organizing the proposed activities and interagency support.

Prediction of Near-Shore and On-Shore Wave Hazards

To develop prediction tools for an objective risk assessment of marine hazards affecting recreational users of beaches and near shore waters. The research utilizes video and infrared cameras on beaches, near shore moorings, coastal radar system, and high-resolution wave model to establish statistics or run up and rip currents. Routine wave forecasts are used to assess the risk of dangerous run up and rip currents, including: -likelihood of encountering extreme waves on beaches -temporal and spatial distribution of wave run up and of rip currents -likelihood of unexpected run up -conditions for extreme deep water waves to transform into dangerous run up -extraction of these conditions from routine wave forecasts -effective monitoring of wave run up and rip currents These results, including routine warnings will be made available to the public and local partners via the Coast Smart initiative, helping the provide a safe experience for visitors to Canadian beaches.
