In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

GSAR Training Enhancement and Strategy for Yukon

The purpose of the project is to improved access to GSAR-specific training opportunities and train mentorship to members across the territory during 2019-20.
The objectives of the project are to : i) engage membership and partners in developing a training strategy for YSAR members and ii) hold skills clinics and workshops across Yukon in 2019-20. The Strategy is to include definition of : core competencies, approaches to help YSAR members achieve the competencies, and sustainability/continuous improvement of the training model. The clinics & workshops will help build local GSAR trainer and searcher capacity and foster alliances across the YSAR membership.

OSARVA- Training and Operational Support Model
The PSIMS agreement number: 20896
The purpose of this project is to obtain and implement a uniform information management system (IMS) for all OSARVA teams in Ontario. To use standards software and data fields to accurately collect historical and current data from all OSARVA teams to allow for evidence based training initiatives and resource allocation decisions. The data will also be used to track equipment needs, pull reports and gather accurate statistical information for government and non-government agencies at the local, provincial and national levels. A standardized IMS will support and promote the collection of data by members and would improve the quality and consistency of data collected. A provincial database would also allow for the creation and maintenance of an up-to-date and accurate list of all mutual aid capabilities, equipment and resources in the event of an emergency.
