In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Helping Each Other Out (Čɛčɛgatawɬ)

The “Helping Each Other Out (Čɛčɛgatawɬ)” project will focus on addressing individual healing, collective trauma and crime prevention and safety awareness. Project activities will provide opportunities for capacity building through training and knowledge sharing. Activities to support cultural and ceremonial resurgence with the objective of strengthening cultural knowledge and teachings will strengthen community connectedness and pro-social activities. Targeted interventions including talking circles, ceremony, on the land activities and therapeutic supports will also be profiled to support mental health and wellness. There will also be broader community engagement, and increasing wellness and mental health supports. Activities include a healing tree component that focuses on cultural learnings, understanding impacts of identity, belonging and matriarchal traditions.

Broad engagement with First Nations - Validation of Elements for the First Nations Police Services Legislation

Indigenous Leadership Development Institute Inc. (ILDI) is a non-profit organization established to build leadership capacity in Canadian Indigenous people. ILDI is 100% managed and staffed by Indigenous people and directed by a volunteer Indigenous board reflecting the diversity of the Indigenous community.
This project will provide funding to ILDI to conduct Indigenous led engagement with First Nations communities and organizations to validate the elements to inform the First Nations police services legislation. Indigenous led engagement is imperative to build further support of First Nations and key partners. ILDI will coordinate and facilitate a series of ten (10) in person regional engagement sessions across Canada (virtual participation will also be made available) and one national engagement session.
