In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Techsploration Goes for Growth: Increasing Capacity for Sustainable Program Expansion

It will address its ability to deliver and support long-term sustainable programming in Nova Scotia and expansion areas related to women employed in science, engineering, trades, and technology (SETT), leading to greater organizational capacity. The project will include an environmental scan, the development of a 5-year strategic plan and a non-profit business model, the analysis of expanding pilot findings and assessing Techsploration's current resources and capabilities to develop a long-term financial plan and funding diversification options.

Getting Ahead: Building capacity for a brighter future

Through this 18-month project, Supporting Survivors of Abuse and Brain Injury through Research (SOAR) will build its capacity to advance gender equality for women survivors of gender-based violence and brain injury in Canada. It will address and enhance its governance and human resource practices, communications, and sustainability. To accomplish this, SOAR will revise its human resource and governance policies, build and implement a marketing and communications plan, develop a financial and operational sustainability plan, and create a three-year strategic plan.

All Women Project: Rural NB Expansion

Through this 18-month systemic change project, PRUDE Inc. will scale the All Women project to advance women’s economic security and representation in leadership roles. It will scale to three rural areas in New Brunswick. It will address systemic barriers faced by newcomer women living in rural settings to share their experiences through various mechanisms including narrative storytelling and visual media. Once collected, these stories will help the organization, and its partners develop recommendations and an action plan to support systemic change within the three communities.

Empowering Community-Based Anti-Violence Workers: A Comprehensive Strategy for Economic Security

Through this 23-month project, the Ending Violence Association of Canada (EVA Canada) will create and pilot a workforce strategy to improve economic security for low-income women, senior women, and women with disabilities engaged in community-based anti-violence work. Project activities include building a sectoral profile of the workforce with a focus on economic barriers affecting low-income, senior, and disabled workers; leveraging the existing national Gender-Based Violence Worker Wellness Network and formalizing new relationships with other relevant experts; and utilizing an established framework (Roadmap to a Strong Community-Based Anti-Violence Workforce) to guide strategy development. A pan-Canadian communications campaign about the strategy will inform and engage community-based anti-violence leaders. This project aims to establish new sector standards, influence societal and policy changes, and create customized programs and resources to enhance economic security. Anticipated systemic changes include increased national awareness of the community-based anti-violence sector, improved economic empowerment and professional development, greater economic stability, and enhanced workforce retention.

A Big Step Forward on Inclusion in Unions and the Workplace

Through this 29-month project, the Fédération des travailleurs et travailleuses du Québec will help advance women’s access to leadership and decision-making roles through systemic change. More specifically, the project will address systemic barriers to women’s representation in positions of power within the labour movement and in the workplace. It will do this by creating an assessment tool and recommendations for workplaces as well as a best practices guide for unions on equity, diversity, and inclusion, and by developing experiential training for unions to create more agents of change and provide unions tools for their negotiations. An external evaluation will measure and assess the impact of this systemic change project.

Gendered Enhancement of Student Internships Through Better Conditions

Through this 30-month project, the Fédération des femmes du Québec (FFQ) will help advance women’s economic security and prosperity through systemic change. The project will address the systemic barriers affecting women during their studies, specifically in women-dominated fields where internships are required for college or university graduation. The FFQ intends to assess internship conditions by collaborating with multiple actors and carry out a needs analysis to provide recommendations. Accordingly, this project’s main activity is to support three stakeholders, from an education and awareness perspective, in implementing a strategy to improve women’s internship conditions in priority sectors through collaboration. An external evaluation will measure and assess the impact of this systemic change project.

Transcendence Guelph-Wellington: 2SLGBTQIA+ Education and Empowerment Training and Resources

Through this 30-month project, Out on the Shelf Inc. will address the needs and barriers to equality for 2SLGBTQI+ communities. It will address the need to provide resources and support to the 2SLGBTQI+ people, while addressing barriers faced by them in the Guelph-Wellington Region. The project will achieved this by: 1) developing and testing education resources for service providers to address barriers across multiple service sectors; 2) developing and testing resources and a workshop series to support 2SLGBTQIA+ people and their families to better access services and better advocate for themselves when facing barriers; 3) Develop resources outlining 2SLGBTQIA+ services and programs in the region; and 4) Create educational resources outlining the history of the 2SLGBTQIA+ community both within the region and globally. The organization will disseminate the tested education resources through their website and within the community.

QuEARing Each Other: Collaboration for 2SLGBTQA+ Inclusion in PEI

Through this 30-month project, PEERS Alliance Inc. will address the needs and barriers to equality for 2SLGBTQI+ communities in PE. This will be achieved by engaging directly with the intersectionality of the 2SLGBTQ+ community through community engagement, accompaniment for system navigation, advocacy for policy change, and education to promote equality and address biases among service providers and employers. Additionally, the project will build leadership capacity for trans women in the community sector. With the help of community partners, PEERS Alliance Inc. will build intercommunity collaboration by extending its reach to rural and Black, Indigenous, and other QPOC communities, and facilitate strategic interventions with faith and cultural groups to address hate against the 2SLGBTQI+ community.

Addressing the Systemic Effects of Non-recognition of Foreign Credentials on Women

Through this 30-month project, the Réseau d’action pour l’égalité des femmes immigrées et racisées du Québec will help advance women’s economic security and prosperity through systemic change. More specifically, the project will address systemic barriers facing immigrant women workers due to foreign credentials not being recognized, including some processes for recognizing prior learning and acquired competencies that lead to professional deskilling. To achieve this, the project will engage immigrant women in identifying needs and solutions; propose strategies designed with the relevant bodies to promote progress on the recognition of prior learning and acquired competencies; consolidate efforts through a forum for coordination; and deploy an awareness strategy, including a training guide, to promote the identified ways of fostering socio-professional inclusion for immigrant women. An external evaluation will measure and assess the impact of this systemic change project.

It will address the governance and operational needs experienced by this evolving Black-led, Black-focused, and Black-serving women’s organization. The project will include identifying key organizational needs and developing an action plan; reviewing and adapting financial management infrastructure and verifying legal compliance; undertaking strategic planning; building good governance practices; enhancing senior management and board competencies; and developing and piloting marketing and communications strategies.
