Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Our members at the heart of our actions: Towards concerted strategic thinking
SO190163
This 32-month project will permit the organization of a provincial gathering of LGBTQ2 organizations to initiate a strategic reflection on the development of a concerted organizational vision that takes into account the diversity of realities and issues facing LGBTQ2 communities in Quebec. It will also help strengthen the financial viability of the organization and its ability to support its members by improving its communication practices, implementing a micro-financing program primarily targeting LGBTQ2 service organizations located outside the province's metropolitan areas and providing fundraising support services and capacity-building activities.
The additional funding will allow the organization to continue its expansion by strengthening its governance and communication practices and developing its programming. The organization will also implement an action plan derived from its strategic planning to build the capacity of its member organizations through the creation of an intra- and inter-regional mentoring program, explore new networking opportunities, develop a fundraising strategy and organize a second provincial LGBTQ2 consultation meeting with member organizations.

Our members at the heart of our actions: towards a concerted strategic reflection
SO190163
This 32-month project will enable the organization of a provincial gathering of LGBTQ2 organizations to engage in strategic reflection on developing a shared organizational vision that considers the diversity of realities and issues faced by LGBTQ2 communities in Quebec. It will also contribute to strengthening the organization's financial sustainability and its capacity to support its members by improving its communication practises, implementing a micro-financing program primarily for LGBTQ2 service organizations located outside of the province's metropolitan areas, and providing fundraising support services and capacity-building activities to its members.
The additional $300,000 in funding will allow for continued expansion of the organization through the strengthening of its governance and communication practises, in addition to program development. The organization will also implement an action plan derived from its own strategic planning in order to build the capacity of its member organizations by creating an intra- and inter-regional mentorship program, exploring new networking opportunities, developing a fundraising strategy, and organizing a second provincial LGBTQ+ consultation meeting with member organizations.
The 12-month extension and the second tranche of additional funding will allow the organization to build a culture of solidarity and mutual support among its members in order to strengthen the democratic practices, representativeness and legitimacy of the council, and to reinforce the cohesion of their working team as well as its internal skills.
