In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 18 month project, Elizabeth Fry Society of Northern Alberta will build its capacity to advance gender equality. It will address their capacity to advocate for the elimination of the overincarceration of Indigenous women in prisons in and around Edmonton. The project will include community engagement, advocacy campaign, communication strategies as well as developing a toolkit and sharing the impacts that will strengthen their skills, knowledge and cultural competency so that they can be change-makers and leaders in addressing the crisis in our prisons and can effectively raise awareness, mobilize support, and drive meaningful change in the movement to decarcerate Indigenous women and promote restorative justice, healing, and empowerment of Indigenous women.

Women in Manufacturing

Through this 30-month project, The Hamilton Young Women’s Christian Association will help advance women’s economic security through systemic change. Specifically, the project will address systemic barriers for women in the manufacturing and engineering industry through research that engages local women and employers to identify challenges, needs and best practices to retain and advance women in the industry. The organization will create an advisory table with the City of Hamilton and make recommendations to incorporate a GBA+ lens in the municipal Manufacturing Strategy. They will adapt and add to the “Shiftchange: Gender Equity and Allyship training” (Halifax YWCA) to deliver tailored training to manufacturing and engineering partners in Hamilton and host events to engage and celebrate women in the industry. An external evaluator will measure and assess the impact of the systemic change project.

Through this 31-month systemic change project, METRAC will help advance women’s economic security through systemic change. Specifically, the project will address systemic barriers to the employment success of Black women by exploring the intersectional impacts of race and gender, and while examining the association with gender-based violence. They will develop community-led resources to challenge biases and promote cultural sensitivity. They will promote these resources in the relevant communities (including employment agencies) to create a more culturally informed workforce where discrimination is challenged, and positive change is fostered. An external evaluator will measure and assess the impact of the systemic change project.

It will address increasing the organization's funding sources through hiring a grant writer to secure funding from various sources. This will help support the organizations continued growth and ability to expand services and help address limited staff capacity. The project will include evaluating the success of the grant writer and determining if there is value in retaining the position on an ongoing basis after the projects end.

Capacity building of Pathways to Leadership with Racialized Immigrant and Refugee Women's Society

This 18-month project will address Pathways to Leadership’s (PTL) capacity to advance gender equality by the continued development and promotion of the PTL program. The organization will develop an outreach strategy to increase awareness of this innovative model with community-based non-profit organizations in the lower mainland and beyond. This project will build capacity and create a well-resourced and sustainable organization that supports racialized immigrant and refugee women in their social, economic, cultural, political and civic integration into Canadian society. This will be done through the development of a sustainability plan, implementing policy and procedures, developing a donor outreach and financial strategy and training board members on grant applications.

Through this 18-month capacity-building project, Monthly Dignity will strengthen its capacity to advance and promote gender equality. This will be achieved by: 1) enhancing governance structures and strategic oversight by strengthening and diversifying the Board of Directors, implementing a 5-Year Strategic Plan, and revising organizational bylaws and policies; and 2) enhancing their fundraising capacity by developing a fundraising strategy, applying for registered charity status, and securing funding from diverse sources. The results of this project will strengthen the organization’s sustainability and contribute to their long-term ability to advance gender equality and promote menstrual equity in Montreal.
