In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The additional amount awarded will be used to increase the number of hours allocated to the project to ensure the progress of the project in the context of COVID-19.
The 12-month extension and new supplementary funding will enable the organization to develop a youth intervention framework, review the service offering, develop orientation and training tools on working with victims’ friends and family, and finally, reflect on the challenges of sexual assault help centre (CALACS) membership and adopt courses of action.

The 12-month extension and supplementary funding granted under amendment 3 will enable the organization to continue work already underway on building organizational capacity by addressing the following three areas: human resources management, board governance, and information management.

Creation and implementation of a strategic development plan

This 57 month project will increase the Conseil d'intervention pour l'accès des femmes au travail’s (CIAFT) capacity to undertake strategic planning. Project activities include a diagnostic assessment of the organization; consultations with the board of the directors, staff, members, and partners; the development and implementation of a strategic plan as well as an associated action plan. Combined with enhanced communications capacity, this project will increase CIAFT’s visibility and impact in the women’s movement.
In addition, the project will strengthen CIAFT’s organizational capacity by analyzing and reflecting on strategic development priorities and preparing an action plan to implement the elements identified in the strategic planning exercise.
The 12-month extension and supplementary funding will enable the organization to ensure a smooth transition within the working team, implement or adapt tools to promote an engaging and collaborative organizational culture, and optimize computer and document archiving tools. Finally, the organization will enhance its visibility.

Organizational capacity will be enhanced through the following activities: strategic planning, development of a claims strategy, strengthening of expertise in Gender-Based Comparative Analysis Plus, feminist management and intersectional intervention, as well as the internal and external communications of the Regroupement des groupes de femmes de la Capitale-Nationale (consolidation of women's groups in the Capitale-Nationale region).
The initial supplementary funding will be used to increase the number of hours allocated to the project to ensure it can move forward in light of COVID-19.
The new supplementary funding will be used to build the organization’s current and future mobilization capacity.
