In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The new supplementary funding will be used to determine the organization’s governance and information technology needs.

The supplementary funding will be used to improve the universal accessibility of the organization’s services, programs, and communications by establishing an accessibility committee, gathering requirements, developing an action plan, implementing the action plan, and monitoring and evaluating the measures implemented.

Organizational capacity will be enhanced through the following activities: partnership development, collaboration and networking, development of a claims strategy, and Gender-Based Comparative Analysis Plus.
The additional funding amount will be used to deliver activities as part of a GBA+ process for the organization and its members.
The 12-month extension and supplementary funding will support the dissemination and member adoption of the platform of feminist demands for the right to the city. A popular education tool will be developed, along with a facilitator’s guide. Barriers to mobility for women with disabilities will be documented, and recommendations will be formulated to develop and implement collective initiatives. Finally, the group intends to conduct strategic planning.

This 58-month project aims to build organizational capacity to enable the organization to continue promoting social and systemic change towards gender equality. Organizational capacity will be strengthened through the following activities: fostering partnerships, collaborations, and networking; implementing results-based management; and diversifying the organization’s funding sources through technological improvements.
In addition, the project will increase organizational capacity to keep the organization stable and up-to-date with technological developments that can help it effectively serve its clients to pursue its mandate, which is to promote science and technology among young girls from disadvantaged neighbourhoods in order to address school dropout rates and poverty among women.
The 12-month extension and additional funding will allow the organization to develop and mobilize its human resources and implement tools to meet its privacy obligations.

The 12-month extension and the supplement will allow the organization to implement a results-based management process and system, develop a communications plan and revise accounting and financial processes in order to improve its decision-making.
