In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Organizational capacity will be enhanced through the following activities: fundraising strategy through the identification of prospective donors; development of a customized membership and donor database; development of a communication tool to support diversified fundraising; and implementation of a strategic planning process.

The first supplemental funding was used to further build National Association of Women and the Law’s capacity to strengthen its fundraising and diversify its funding base, while adapting to the challenges of the COVID-19 pandemic and a transition period for National Association of Women and the Law (NAWL).

The second supplemental funding will be used to implement a 50th Anniversary fundraising campaign to further grow NAWL’s organizational capacity through increased visibility, strengthening relationships, enhanced fundraising skills, and donor engagement. NAWL will also create an official document for staff and the national steering committee focused on preserving institutional knowledge., research options for funding from the private sector, and implement their financial sustainability strategy.

This 58-month project will address organizational capacity needs to allow the organization to continue promoting social and systemic change towards gender equality through organizational innovations. Organizational capacity will be enhanced through the following activities: creating a suite of policy options that target the government and the private sector to increase young women’s role in decision-making spaces and create/implement a fundraising model which will promote advocacy work and generate a long-term source of revenue.

The first supplemental funding will be used to mitigate the impact that COVID-19 restrictions have had on the project by allowing the organization to pivot planned in-person workshops and training to online and meet the project objectives of increasing the number of young women leaders within corporations and to increase the quantity and quality of leadership opportunities available for young women leaders.

The second supplemental funding will be used to develop an automated lead-generating system to strengthen the organization’s social enterprise and pilot new employee retention initiatives, including a staff retreat to establish new organizational standards for fully virtual work environments.

The third supplemental funding will be used towards administrative costs needed for capacity building activities which include additional staff hours and salary increase during the tasks of leading the employee forum, overseeing the development of a social enterprise lead-generating system and social enterprise assets, as well as working closely on aligning with the marketing consultant on the strategy and messaging around the social enterprise.
