In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Organizational capacity will be enhanced through the development and implementation of a comprehensive fundraising strategy and a revenue diversification strategy that will lead to long-term financial health and organizational sustainability.
The 2021 supplemental funds will cover the costs of hiring a fundraising coordinator and upgrading the website.
Supplemental funding in 2023 will be used to develop and implement 1) sustainable donor relations, 2) best practices for grant writing and 3) sustainable fundraising data management.

Safer Spaces Ontario : Strengthening Survivor Centric Work

This 46-month project will address organizational capacity needs to allow the Dandelion Initiative to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the strengthening of its partnerships, networks and collective initiatives; the development of a financial sustainability plan; the review of organizational policies and practices using gender transformative analysis tools; and strengthening of employee and facilitator recruitment and retention practices. This project will increase the capacity of the not-for-profit women’s sector by empowering, prioritizing and enhancing the collaborative and transformative community partnerships that are the foundation of advancing women’s equity and ending sexual violence.
The supplemental funding will be used to hire an online e-learning specialist to adapt the logic model and theory of practice into an online blended digital model; to hire a part-time administrator to support the management of transfer to an online model; to hire a financial strategist and expert with donors and grants to assist the Board of Director and Executive Director in creating a sustainability and retention plan; and to create a series of videos on primary prevention and consent.
