In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Organizational capacity will be enhanced through the development of a partnership and network strategy as well as comprehensive strategic planning. This project will lay the foundation for SHORE Centre to effectively grow its network and expand its support to a greater number of women, trans and non-binary people across Ontario.
The organization received supplemental funding during the Covid-19 pandemic for an anti-racism audit, as well as the shift to an electronic client management database for increased internal efficiency and analytics.
The supplemental funding received during 2023 will permit the organization to integrate key learnings from the anti-racism audit into their organizational structure, share expertise with partner organizations, and revise their strategic planning process to be rooted in an anti-racist and anti-oppressive framework.

Organizational capacity will be enhanced with a focus on strengthening their advocacy strategy and strategic plan, and will include the facilitation of discussions, the delivery of workshops, and preparation and distribution of related advocacy resources, for Frontenac, Lennox & Addington, Hastings and Prince Edward counties.
The 2023 supplemental funding will be used to operationalize Diversity, Equality and Inclusion (DEI) principles in the organization’s documentation, processes and practices, while also implementing an agency-wide diversity survey, and strengthening DEI-focused partnerships.

This 58-month project will address organizational capacity needs to allow the Coalition of Muslim Women of Kitchener-Waterloo (CMW) to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the strengthening of board governance policies and procedures, the development of a sustainable financial model, partnership development, networking, and collaboration, the establishment of a strategic plan, and the creation of an improved advocacy strategy.
The organization received supplemental funding during the Covid-19 pandemic to hire external specialists to perform a community needs assessment, assist with the development of a long-term financial plan and technical support to roll out a full technology plan for staff.
The supplemental funding received during 2023 will permit the organization to adapt and evaluate their human resources management policies and results-based management tools according to a gender-based analysis and cultural inclusivity lens.

Increasing Our Capacity to Engage with Survivors in York Region

This 56-month project will address organizational capacity needs to allow Women's Support Network of York Region (WSN) to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the development of a sustainable strategic plan, strengthening Human Resources policies and procedures, expanding the volunteer program framework and related resources, addressing financial health through grant applications and the establishment of a fundraising strategy, as well as updating the WSN website.
The 2023 supplemental funding will be used to review, revise, and update the sustainable strategic plan and the fundraising strategy based on lessons learned and changes made during the COVID 19 Pandemic. An organizational advocacy plan will be developed to address the increased need for services and seek stakeholder support or investment in WSN/community-based sexual assault services.

The 2023 supplementary funding will be used to 1) conduct an organizational policy review and 2) undertake an assessment of the organizational strategic plan, including a review of implications resulting from the pandemic.

Building Capacity through Technology Advancement

This 59-month project will address organizational capacity needs to allow Women's Enterprise Skills Training of Windsor Inc. (WEST) to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced, utilizing technology to strengthen organizational infrastructure and processes and enhance program delivery, as well as building the technical capacity of staff in managing these new platforms. This will be achieved through a transition to a computer-based case management system, along with the creation of an enhanced communications strategy and language training to improve overall accessibility, and with the development of recreational opportunities for newcomer children to use technology when learning through play.
Initial supplementary funds will be used for completing the organizational case management system and staffing to assist in the transition to online services while ensuring staff are properly trained to use all the features of the organizational case management system.
The 2023 supplemental funds will be used to develop and implement a Fund Development plan, as well as build and improve the organization's network and stategic partmership, further growing WEST's organizational capacity.

This 58-month project will address organizational capacity needs to allow the organization to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the following activities: development and implementation of a strategic plan, which will encompass human resources management, board governance, partnership development, collaboration and networking, and a financial health and suitability plan. This territorial project seeks to advance gender equality by enabling the Yukon Status of Women Council to better influence and connect across the North and Canada more broadly.
Supplemental funds will be used to build organizational capacity to affect change through the development of an advocacy strategy and implementation of results-based management processes and systems to improve performance measurement, risk management, and evaluation.
