In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 59-month project will address organizational capacity needs to allow Sudbury Women's Centre to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the development of a sustainable fundraising strategy which includes fostering new partnerships with donors and foundations, conducting a feasibility study to inform the development of a business plan, as well as updating policies to ensure continuity, including the creation of a permanent fundraising committee and operational level Human Resources policies.
Supplemental funds awarded in March 2023 will support the organization as they build on existing wise-practices in transitional housing and wrap around service models through research and consultation, to better understand community needs and adjust their policies accordingly, and then promote the results through their partners and community.

Organizational capacity will be enhanced through the following activities: partnership development; collaboration and networking; advocacy; and gender-based analysis plus.
The supplementary amount allocated will be used to facilitate the remote delivery of networking and collaborative work in the face of Covid-19 by reinforcing the organization’s digital communication abilities and tools.

The latest 12-month extension and supplement granted to the Cree Women of Eeyou Istchee Association will allow it to train its staff in order to implement and standardize across the organization the recommendations coming out of the Human Resource Assessment which CWEIA finalized in early 2023. Finally, CWEIA will also carry out a working session for its management team and selected members of its board of directors to improve their capacity to develop effective policies and procedures that affect the daily operations of the organization and improve its planning capacity to better advocate for indigenous women’s issues on Eeyou Istchee territory.

Analysis to Action on Gender Based Violence

This 46-month project will address organizational capacity needs to allow Northwestern Ontario Women's Centre to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through partnerships with local women's advocates in the development of a collaborative advocacy strategy on gender-based violence that is informed by anti-racism, anti-oppression, trauma-informed and gender-based analysis frameworks. This advocacy strategy includes connecting with existing broader campaigns and efforts, the creation of an online platform and communication network, the analysis and publication of legal system outcomes through this network, and the establishment of an annual "Think Tank" for local women's advocates.
