In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 60-month project aims to strengthen the organizational capacity of the organization to continue to promote social and systemic change in favour of gender equality. Organizational capacity will be strengthened through activities focusing on human resource management including the development of an orientation manual, employee training and the establishment of an employee recognition policy. The organization will also participate in advocacy activities.
The 2023 supplemental funding will be used to update the strategic plan to identify the organization's issues and goals for the next three years. In addition, the organization will develop recruitment tools that could be used on an ongoing basis and that will support the employee and volunteer recognition policy that was developed with the original funds.

This 60-month project will address organizational capacity needs to allow Huron Women's Shelter Second Stage Housing and Counseling Services to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the development of Human Resources policies and procedures, the adaptation of programs to incorporate evidence-based best practices and results-based management, as well as the development of sustainable fundraising, communication, and marketing strategies.
The 2023 supplementary funds will be used to hire an Organizational Processes and Systems Project Manager to ensure the information generated from the policies, procedures and capacity building initiatives previously established are embedded into the organization's internal infrastructure, communication and decision making processes. This will be achieved by developing robust and responsive organizational systems and processes that will drive performance-based, data-driven decision making that are aligned with client experience/needs and responsive to community needs.

Organizational capacity will be enhanced through the strengthening of the Board Governance Committee, fostering partnerships and collaborations, and the development of a fundraising strategy, as well as a strategic and sustainable evidence-based 5-year plan for program development and delivery.
Supplemental funding will be used to update governance materials and relevant staff policies and procedures and create marketing and communication plans.

Organizational capacity will be enhanced through the development of an organizational sustainability plan that includes partnerships building and a social enterprise model, as well as the implementation of technological upgrades to better support the expanded suite of services in fulfilling the organization’s mission to end violence against women and girls in the Waterloo Region.
The supplemental funds will be used to build their capacity and sustainability through the transition to a new client database that will better meet the needs of their diverse programming, freeing up a great deal of administrative time, and providing them with the data needed for reports and funding applications.
