In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Invisible visibility: Black francophone women artists absent from decision-making opportunities for artistic institutions

Through this 31-month project, Mosaïque interculturelle will help advance women’s economic security and prosperity through systemic change. Specifically, the project will address systemic barriers that prevent Black francophone women from evolving in their careers within the arts sector. The project will undertake 1) documentary research on the role of female artists, writers, editors and art professionals; 2) consultations with Black women from the arts sector to hear their experiences and perspectives; 3) an advocacy campaign targeting artistic and governmental organizations for the inclusive participation of Black women within the arts sector and related professions. An external evaluator will measure and assess the impact of the systemic change project.

The project will include developing a multi-year strategic plan, a fundraising plan, and a communications plan; developing internal skills and knowledge on women’s rights and operating women’s organizations, and implementing a collaboration and relationship-building strategy.

Transforming the Housing Sector through Indigenous Women's Inclusion & Leadership

Through this 31-month systemic change project, Temiskaming Native Women's Support Group will help advance women’s economic security and prosperity and representation in leadership and decision-making roles through systemic change. Specifically, the project will address systemic barriers within the housing sector – across the areas of construction, design, planning, and homelessness – by working with industry players to implement a toolkit that will assist them to revise standards, best practices, and policies to improve the equity and inclusion of their workplaces. This toolkit will be informed by the lived experience of Indigenous individuals and Indigenous leaders who have established themselves in the housing sector and those with lived experience with the housing and homelessness system. The project will contribute to culturally and physically safe work environments that support the sustained success and leadership of Indigenous women within the housing and construction industry. Systemic change will occur through the increased representation of Indigenous women in the sector and the new pathways created for Indigenous women to sit at decision-making tables that result in improved economic security and prosperity and reduced rates of homelessness. An external evaluator will measure and assess the impact of the systemic change project.

Nurturing Capacity: Empowering Ma Mawi Wi Chi Itata Centre Inc for Sustainable Community Impact

Through this 12-month capacity building project Ma Mawi Wi Chi Itata Centre Inc. aims to advance gender equality by adopting a comprehensive approach that is rooted in Indigenous values to address internal gaps and align strategic objectives. Key activities include an in-depth organizational review and assessment; engagement with staff and community; creation of program specific strategic plans; staff trainings in leadership, computer literacy and reporting skills as well as the creation of a framework and data tools to inform decision making.
By the end of the project, Ma Mawi Wi Chi Itata Centre Inc. will have strengthened their capacity and their organizational impacts towards the Missing and Murdered Indigenous Women and Girls Inquiry’s 231 Calls to Justice as they work together with their families, community and partners to provide community care, family preservation, youth development and Indigenous knowledge programs for the Winnipeg area.

Scaling Out Rural Lawyer Practices so Women Experiencing Violence Can Access Economic Opportunities

Through this 19-month systemic change project, Rise Women’s Legal Centre will scale Rural, Remote, and Northern Lawyer Practices to advance women’s economic prosperity. The project will scale GV21609 to directly influence and change lawyer’s practices to address barriers to economic participation due to unequal access to family law amongst women experiencing violence in rural, remote, and Northern communities. To do so, the project will develop and deliver personalized, targeted trainings and supports to lawyers, strengthen sectoral collaborations to cultivate knowledge-sharing opportunities, and produce a publicly available podcast to enhance supports for lawyers’ needs in the context of rural, remote, and Northern practices.

Specifically, the project will address systemic barriers within businesses by conducting a study about Afrodescendant and racialized women in decision-making roles in QC, organizing bi-monthly workshops to create systemic change, creating a practical guide for racialized women and businesses, and sharing systemic change tools. An external evaluation team will measure and assess the impacts of this systemic change project.

CatalystNEXT: Pathways to Better Jobs for Canada's Immigrant Women in STEM

Through this 19-month systemic change project, TechGirls Canada (TGC) will scale the Catalyst project to advance women's economic security and prosperity. It will scale to increase stakeholder networks and collaboration. This project will address barriers immigrant women face in STEM hiring and career advancement practices and build partnership between STEM employers and immigrant serving agencies (ISAs). To do so, TGC will develop CatalystNEXT, a career advancement training program that will connect ISAs to regional STEM employers, equip employers with accessibility to immigrant women's job applications and online career portfolios, and empower STEM employers with effective practices for hiring them. TGC will also develop a sustainable collaboration model.

It will address gaps in knowledge and skills around human resource management, program delivery, and change management. The project will include, 1) developing guidelines and training material on ensuring administrative fairness in service delivery; 2) updating human resource policies and procedures, and performance management tools; 3) delivering training on how to audit adherence to international law with respect to women’s and children’s rights within the Canadian criminal justice system; and 4) creating resources and training to support change management within the agency.
