In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 36-month project will increase access to advancement opportunities and participation in decision-making processes for women working in activist organizations and labour unions in Montréal. The organization will work with the local chapter of a provincial union and a provincial advocacy organization for people on social assistance in order to create more inclusive and equitable environments by modifying their organizational policies and practices. An intersectional approach will be applied to ensure that diversity factors are taken into account in identifying and testing solutions. Project results will then be shared provincially via the organizations’ networks, notably through a forum and a web-based community of practice. Supplement: Supplemental funding will further the development and implementation of effective and sustainable strategies, as well as increase knowledge sharing to support change in other organizations.

The organization will work with survivors and service providers to develop a resource manual on survivor self-advocacy. It will be used to pilot strategies to improve victim response systems and survivor experience. The project will also establish a community of practice to engage communities working to end violence against women in rural contexts to share knowledge and collaborate for effective action.
Supplementary funding will be used to support the full scope of the project to improve response systems for women victims of sexual violence in rural communities across Renfrew County.

Pilimmaksarniq: Engaging Inuit Men and Boys in Reducing Violence Against Women and Girls

This 48-month project will engage men and boys as agents of change to reduce violence against women and girls across all four regions of Inuit Nunangat, referring to Inuit homeland consisting of Inuvialuit (NWT), Nunatsiavut (Labrador), Nunavik (Quebec), and Nunavut. Through the project, Pauktuutit will partner with women’s organizations, men’s groups, frontline service providers, such as shelters and other stakeholders, to develop and implement culturally-appropriate targeted interventions. They will work directly with men’s groups on how to take a leadership role against violence, and a national role-model campaign will also be developed to encourage men, women and youth to speak and act against violence.
Additional funds will help mitigate the impact of unforeseen changes to the project activities as a result COVID-19 pandemic.

This 48-month project will reduce barriers to stable employment and opportunities for advancement for women working in not-for-profit sectors in Ontario. To achieve this, the organization will conduct a gender analysis of systemic conditions which contribute to precarious work, and develop, pilot and promote and disseminate new practice and policy solutions that address fair wages, pensions and other benefits, equal rights at work, and measures to improve and sustain government investment in the sector.
