In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 19-month project, Planned Parenthood Ottawa-Carleton (PPO) will build its capacity to advance gender equality. It will address their need to develop timely strategies to support Indigenous, 2SLGBTQIA+, and newcomer women with their sexual and reproductive health, a recent rise in demand for gender-based programming, as well as the need for stronger governance and long-term financial sustainability. The project will review and analyse community data, and consult key constituency groups on needs and on the perception of both PPO and its services. They will then workshop the analysis and consultation findings and develop a 5-year strategic plan. The organization will evaluate their progress against the strategic plan and a one-year progress report will be produced.

Through this 19-month systemic change project, Righting Relations will scale its “Righting Relations Project for Growing Working Groups and Hubs” project to advance women’s representation in leadership and decision-making roles. It will scale to support youth engagement and mentorship, further reach policy makers and leaders, and cultivate collaboration amongst stakeholders and partners working on increasing women’s leadership, with a focus on encouraging change in for-profit companies that are struggling to become inclusive and equitable workplaces.

To do so, the project will: amplify the continued and expanded work of the existing Change Labs; promote newly developed learnings and tools within cross-sectoral decision-making spaces; convenein-person and virtual events; implement a young leader/mentorship program; host a youth activism camp led by mentors; establish learning exchange opportunities across network partners; and, produce a new collection of resilience stories to highlight role models and methods of driving systems change.

This 19-month project will support the efforts of women’s and equality seeking civil society organizations (CSOs) in Canada to prepare for, participate in and follow up on international events and processes to mark the 30th anniversary of the Fourth World Conference of Women and the adoption of the Beijing Declaration and Platform for Action (BPfA).

To achieve this, CRIAW will ensure that an intersectional analysis is applied to the Beijing +30 review process to identify the progress being made, gaps and emerging challenges; identify what is required to accelerate the implementation of the BPfA, including for specific groups of women and girls in Canada that experience intersecting forms of discrimination; ensure that Canadian civil society participation in Beijing +30 reflects women and girls in all their diversity, and provides a space for the voices of Indigenous women and two-spirit people, women with disabilities, Black and racialized women, immigrant and migrant women, 2SLGBTQI women and non-binary folk, among others; liaise and communicate with the Canadian government regarding civil society recommendations, Beijing +30 activities and Canada’s progress in its implementation; and build capacity and share knowledge among CSOs to participate in policy and program analysis to advance women’s rights and gender equality in Canada in accordance with international and domestic obligations.

Through this 19-month capacity building project, Clan Mothers Turtle Lodge will enhance their capacity to revise their current financial and administrative policies to reflect an Indigenous and matrilineal approach.

Clan Mothers Turtle Lodge will review all current financial policies and procedures to ensure they are reflective of the organizational vision of being women-led, Indigenous-led and matrilineal in focus. Complete project management, financial literacy and leadership training will be provided to all staff to enhance organizational capacity. Clan Mothers Turtle Lodge will develop a 3-year strategic plan that encompasses all current and future programming. A reporting tool will be developed and implemented to support engagement with community partners and funders.

This project will focus on the development of leadership capacity in both the Clan Mothers organization and in women and 2SLGBTQI+ organizations across Western Canada and Northwestern Ontario.

Achieving gender-equity in housing through public policy and systems change in MB

Through this 19-month systemic change project, West Central Women's Resource Centre will scale efforts to achieve gender-equity in access to affordable housing through public policy and systems change to advance women’s economic security in MB. Specifically, the project will scale to better meet the unique needs of all low-income women and gender-diverse people with a range of intersecting identities experiencing homelessness and housing insecurity. To do so, the project will review, develop, and recommend new public policies through organizational change on social housing for women and gender-diverse people as part of the Right to Housing (RTH) coalition. The project will also provide professional training programs to build the capacity of working group members to advocate for public policy change, and to develop and provide information and training sessions to the women and gender-diverse community members they serve. The project will also develop a public policy advocacy strategy tool kit to support the working group to implement this project and other advocacy efforts beyond the life of this project in MB.
