In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

An external evaluator will measure and assess the impact of the systemic change project.

YWCA City Shift: Making Cities Work for All

This 21-month project will be a scale-up of YWCA Metro Vancouver’s previously funded systemic change project, City Shift. This project will create and pilot a peer advocacy prototype partner with new municipalities to pilot Gender-Based Analysis Plus; create a peer advocacy learning module that can be used in future systems-change projects; and expand its reach with the inclusion of more cities through the development and implementation of new resources and workshops. Through expanded government relations and public engagement strategies, the project will centre participant stories to reach new audiences and help create the communities deserved by all.

This 33-month systemic change project will help increase women’s representation in leadership roles in corporate Canada, with a focus on growing the share of women from underrepresented groups in those positions. The project will share evidence-based and community-informed actionable measures for corporation in two major industries to implement so that they can address the following barriers: hiring and promotion bias, recruitment of women (especially women with intersecting identities), and inequitable compensation. Additionally, the project will work with the federal government to develop incentives to encourage companies beyond the federally regulated sectors to also disclose their gender-disaggregated data. Finally, the project will deliver a public awareness campaign that seeks to increase positive sentiment held by Canadians for the advancement of women in the workplace and a recognition that when women succeed, all Canadians benefit. An external evaluator will measure and assess the impact of the systemic change project.

Through this 21-month systemic-change project, Up With Women∕Exponenti’elles will scale the Up with Experts project to advance women’s economic security and prosperity. It will scale to reach more professionals including those who live in rural areas to serve as subject area expert volunteers for their clients and alumni. The scaling will also deepen the learning so volunteers will have a better understanding of how to integrate trauma and gender awareness into the work they do.

Ultimately, this will create workplaces that are more inclusive and supportive of vulnerable women and gender-diverse people. To do so, the project will develop and deliver industry-specific trainings on how to support vulnerable people, partner with industry associations to include the trainings in their micro-credentialing program, implement a user-friendly online community platform, and continue engaging companies and their employees.

At the end of the project, vulnerable women∕gender-diverse-people will have access to trauma-informed professional advice; subject area experts will be volunteers equipped with skills and compassion to support vulnerable people; companies will demonstrate a change in perspective, practice or policy to reflect greater inclusion and support of vulnerable people; and professional associations with include and promote the training as part of their micro-credentialing program.

This coalition will implement strategic actions in four or more WAGE regions to ensure invisible work is recognized, reduced, and redistributed equitably by bringing together, educating, and engaging with the public, employers, and provincial and federal elected officials to adopt concrete measures creating systemic change. Increasing Canadian Civil Society mobilization on Canada’s CEDAW Review

This 9-month project will support FAFIA, and its work with other feminist organizations, to ensure that the review of Canada by the CEDAW Committee is effective and informed.

To achieve this, FAFIA will prepare its submission to CEDAW; coordinate with other women’s groups to ensure that central and specific issues will be canvassed in NGO submissions to the CEDAW review; organize a webinar to bring attention and profile to the review and issues of importance to women; attend the official Review event; and follow up with the Government of Canada, and other officials with recommendations.
