In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This will be achieved by collecting oral histories and photos from 2SLGBTQI+ seniors throughout Saskatchewan, developing strategies and tools to help share those stories, building a network of 2SLGBTQI+ seniors provincially and nationally, conducting research, and developing a theatre piece to engage 2SLGBTQI+ youth with the history of 2SLGBTQI+ people in Saskatchewan.

Gender Equity in Organizations: Including Two Spirits, Trans, and Gender-Diverse Folks in the Workplace

Through this 26-month project, Trans Manitoba INC. will address the needs and barriers to equality for 2SLGBTQI+ communities. This will be achieved by working with an advisory group consisting of employees from partner organizations as well as an advisory group with participants from those organizations to plan, create, deliver, and evaluate an education and training program, with an accompanying project toolkit. This toolkit will also be translated into French and will be used by organizations to improve access to services for Two-Spirit, Trans, and Gender-Diverse folks accessing organizations, and to improve organizations’ ability to retain Two-Spirit, Trans, and Gender Diverse employees.

Partnership with the STEM sector to break barriers for girls and gender-diverse youth

Through this 14-month systemic change project, The Canadian Association for Girls and Science (CAGIS) will help advance the economic security and prosperity of girls and gender-diverse youth in the ON, Prairies, and Pacific Regions. This will be achieved by breaking barriers for them to entering STEM occupations which are among the highest-paid and fastest-growing in the country. The project activities will follow evidence-based methods, focusing on partnership development and training within the STEM sector, applying this knowledge to build opportunities for CAGIS youth, and include follow-up to encourage continued work within CAGIS and beyond.

Helping 2SLGBTQI+ Youth Thrive and Addressing HIV Through More Inclusive Sex Education

Through this 24-month project, the Portail VIH/sida du Québec will address 2SLGBTQI+ communities’ needs and barriers to equality. To achieve this, the organization will conduct a literature review on sex education in Quebec, focusing on issues surrounding HIV, sexually transmitted and blood-borne infections (STBBIs), and inclusivity in connection with 2SLGBTQI+ realities. They will produce, record, and promote a series of documentary podcasts on the topic, and they will include a diversity of voices and experiences. They will develop a new workshop to promote more inclusive sex education and then deliver it for free to parents, educators, healthcare professionals, and community partners across the province. They will also develop additional tools to bolster the inclusion of 2SLGBTQI+ youth in sex education and HIV and STBBI prevention, and they will use various communication channels to ensure the target audience can access and use these tools.

Survivor-Guided Anti-Trafficking Response in Rural Alberta

Through this 15-month project, Action Coalition on Human Trafficking Alberta Association will support action to advance equality between women and men in Alberta. This will be achieved through the development of culturally appropriate education, engagement, and outreach services. Key activities include the development of engagement strategies for rural and remote communities, identifying partners and piloting new service-driven partnerships, developing an Indigenous community engagement strategy, piloting a survivor-led advisory council, and regularly assessing and refining approaches based on data insights.

Equality Now Initiative: Bridging Gaps for Black 2SLGBTQI+ Equality

Through this 27-month project, Black Pride YYC will address the needs and barriers to equality for 2SLGBTQI+ communities. This will be achieved by developing and enhancing resource access for Black 2SLGBTQI+ individuals while centring the experiences of those in the community and amplifying Black Trans voices. The organization will look to combat discrimination and hate by identifying its root causes and developing and implementing anti-hate strategies. Black Pride YYC will also look to promote and celebrate the history of Black 2SLGBTQI+ by building an online archive and organizing a public exhibit to share Black 2SLGBTQI+ culture.

Building Capacity and Championing Equality: Strengthening Inclusion of 2SLGBTQIA+ in Faith Communities and Beyond

Through this 15-month project, Affirm United/S’affirmer Ensemble will build stronger capacity of the 2SLGBTQI+ communities within faith organizations and other 2SLGBTQI+ community-based groups to advance 2SLGBTQI+ equality. This 15-month project takes those stories of faith-based trauma, collected over the past 10 years, and works to create strategies for advocacy to address the long-term effects of faith-based trauma.
The project will include advocacy events, development of policies and strategies to support advocacy efforts, and the foundation for a 5-year strategic plan. Additionally, strategies and policies for advocacy will be shared with the wider public to foster a more comprehensive understanding of the impact of faith-based trauma on 2SLGBTQI+ communities. This will be achieved by sharing progress, policies, and strategies at advocacy events, as well as through displays at organizational conferences and conventions.

Through this 15-month project, the Groupe LGBTQ+ alliés de Prescott-Russell LGBTQ + Allies Group will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. In order to better support the 2SLGBTQI+ community and to become a reference organization for the 2SLGBTQI+ community in the Prescott-Russell region, the project will include incorporating the Group, which will help it create a solid foundation to carry out its mission and ensure its sustainability. The project will also include the development of internal and administrative policies, recruitment of Board members as well as governance and awareness training for Board members.

Addressing Anti-2SLGBTQI Hate Through Rainbow Action

Through this 27-month project, Egale Canada will work to reduce and prevent anti-2SLGBTQI hate through strategic relationship-building, education, and knowledge mobilization. 2SLGBTQI communities and allies will be engaged to gain a deeper understanding of the critical issues faced by 2SLGBTQI individuals in the broader social and legal context of anti-2SLGBTQI hate. The project will identify the context of anti-2SLGBTQI hate by mapping existing resources and conducting surveys and polls to pinpoint initiatives for reduction and prevention, and strengthen community relationships by utilizing outreach, conferences, knowledge translation and empathy-building efforts. Educational products and training will be developed such as digital conversation guides, learning resources, and workshops designed to combat anti-2SLGBTQI hate which will be mobilized through Egale’s free and accessible online Rainbow Action Hub. This project will be developed with an intersectional approach, incorporating Gender-Based Analysis Plus (GBA Plus) in the creation of resources and the training of project facilitators.
