In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 27-month project, Southeastern Alberta Sexual Assault Response Committee (Sanare Centre) will develop and put in place a Men’s Employee Recruitment and Retention program and a Men’s Network and Support Group to strengthen the GBV sector. It will address the dearth of men who are employed within and knowledgeable about the GBV sector in Alberta and will address the barriers men face when leading gender equality work, including lack of capacity, institutional barriers, lack of interest and social isolation. To do so, the project will include the development and implementation of two programs: a Men’s Employee Recruitment and Retention program and a Men’s Network and Support Group. Sanare Centre will also develop a sustainability plan for how both programs will be sustained. An external evaluator will measure and assess the impact of the promising practice. Sanare Centre will communicate findings in various formats appropriate for diverse audiences to share information on the promising practice with others so that they may replicate it or expand upon it

The project will include consulting with various youth and 2SLGBTQI+ leaders; developing HR and knowledge transfer guides for the inclusion of diverse 2SLGBTQI+ youth and distributing these guides to members; developing tools for the sustainability of the organization and its membership, such as writing clinics for grant applications and a strategic funding plan; and lastly, holding a conference to present the guides and results internally.

Solidifying our Foundations: Improving JusticeTrans’ Reach and Sustainability

Through this 27-month project, JusticeTrans will strengthen its organizational capacity and relationships with 2SLGBTQI+ and Two-Spirit, trans, non-binary and gender diverse communities. To achieve this, the organization will consult Indigenous elders to review and update its policies, using decolonial, 2SLGBTQI+, risk reduction, trauma-informed, disability justice and GBA+ frameworks. This will enable the creation of more inclusive practices and procedures, aligned with the Truth and Reconciliation Commission Calls to Action. As part of the project, JusticeTrans will use a skills matrix to measure the effectiveness of its board of directors in order to put in place a standardized on-boarding process, an accountability framework, a policy manual, and a recruitment and retention manual.

Building on its current strategic plan, JusticeTrans will develop a financial health plan to ensure the organization's sustainability. Communication tools, an education and awareness plan, and new information security practices will also be implemented to protect the organization and its members from the rise of hate movements and anti-trans and anti-2SLGBTQI+ legislation. Legal training and workshops will be provided to staff members to improve their understanding of general laws and regulations.

It will collect, review, and analyze new and existing information on British Columbia’s 2SLGBTQI+ youth peer support and referral landscape to better understand the gaps, barriers, and best practices in serving 2SLGBTQI+ youth in British Columbia. The project will include expanding capacity of Qchat Support Association through more robust volunteer training and education, and board development including governance and long-term financial sustainability, not-for-profit finance management and grant proposal writing.

Supplemental funds will be used to support the human resources for this project.

Through this 30-month project, Momentum will build stronger capacity of 2SLGBTQIA+ community organizations and networks to advance 2SLGBTQIA+ equality. Central to its mandate, Momentum will build coalitions to improve advocacy on behalf of 2SLGBTQIA+ people. It will address gaps in collaboration in advocacy across the sector and across related sectors including feminism, education, and healthcare. The project will include annual strategic planning for the Momentum board, engagement with other national (and in some cases regional) 2SLGBTQIA+ organizations through a 2SLGBTQIA+ Advocacy Advisory Council and thematic working groups. Momentum’s Board of Directors and its 2SLGBTQIA+ Advocacy Advisory Council's meetings will foster collaborative networks and advocacy coherence. Each cross-sectoral working group will develop public education/advocacy campaigns addressing equality and inclusion issues within their respective sectors.

Agency and Action to Prevent GBV in STEM Workplaces

Through this 27-month project, the Society for Canadian Women in Science and Technology (SCWIST) will scale multiple promising practices which include engaging men to address hierarchical power issues, guided discussions to build empathy and cognitive-behavioural changes to strengthen the GBV sector.

To do so, the project will address historical systems within STEM organizations that were inherited, to modify the mind-sets that sustain them, and to create environments where the spectrum of GBV is recognized and not tolerated. This project will address intersectional needs of equity-deserving groups including youth, Indigenous, Black, racialized, newcomers, and 2SLGBTQ+ across Canada. It will scale to STEM companies, professional associations and will enhance STEM professions across Canada by providing workplace training, processes, policies, and knowledge. The project will result in attitudinal and behavioural changes on the individual level, within teams and across organizations at all levels.

SCWIST will develop and implement a comprehensive knowledge sharing strategy that leverages SCWIST, partners and other networks to share information on these promising practices so that other organizations can replicate or build upon its success and impact.
