In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 30-month project, Yukon Status of Women Council (YSWC) will scale the 'After She Leaves' program developed by Luke's Place in Ontario to strengthen the GBV sector in Yukon. By adapting the promising practice to reflect the realities and needs of Yukon, this project will reach GBV frontline workers and legal actors to increase the availability of comprehensive and integrated support services for survivors of GBV. It will also address service delivery and knowledge gaps relating to the intersections between intimate-partner violence and family law processes in Yukon. YSWC will achieve this by organizing community engagements and immersive knowledge exchanges, conducting an analysis of Yukon's territorial family laws, and delivering training sessions and workshops to share information on the promising practice for knowledge mobilization and potential replication or expansion of it based on realities and needs of community members.
A partnership will be developed with Luke’s Place to support the implementation of project objectives and ensure the overall project success.

Criminalization and Survivorship: Strengthening GBV-sector responses to criminalization, coercive control, and litigation abuse in Canada.

Description:

Through this 30-month project, Barbra Schlifer Commemorative Clinic will scale up its promising practices to prevent and respond to the criminalization of GBV survivors by adapting them to local realities in Alberta, Nova Scotia, Quebec, and Ontario. Regional court observations at four sites across the country will be conducted and key learnings will be discussed at a series of regional forums for GBV-sector organizations. The project will produce regional reports and a fact sheet-series on topics such as working with a criminal lawyer, applying for legal aid, coercive control, mandatory charging, and peace bonds.

Partners, service providers and GBV survivors will contribute their expertise on regional realities, considerations, and potential adaptations. A national Community Engagement Working Group (CEWG) focusing on access to justice for criminalized GBV survivors and a series of multilingual fact sheets will be created to inform and to help them navigate criminal charges. Proposed law reforms and policy recommendations will be developed and shared as part of a policy paper and a national forum. At the end of the project, an evaluation report will be produced and key findings and lessons learned will be shared. Training, support, and implementation strategies will be provided to GBV-organizations to foster replication and expansion of the promising practices.

Description:

Through this 32-month project, British Columbia Association of First Nations (BCAFN) will increase its ability to prevent and address gender-based violence against First Nations women, girls, and 2SLGBTQQIA+ people. This will be achieved by working with partners to identify opportunities to advocate for legislation that will result in improved responses to MMIWG2S+. The project will also support implementation of BCAFN’s Women and 2SLGBTQQIA+ Strategic Action plan and enhance capacity for BCAFN’s Women’s and 2SLGBTQQIA+ representatives to engage First Nations and 2SLGBTQQIA+ people, to be spokespersons, and to provide guidance to ensure that BCAFN’s advocacy is intersectional, inclusive, and strategic. BCAFN will develop evergreen Orientation kits for the 2SLGBTQQIA+ and Women representatives to ensure common understanding of key issues and positions and clarity regarding roles and responsibilities.

Through this project BCAFN will continue to collaborate on issues of shared priority with the Union of BC Indian Chiefs and First Nations Summit as the First Nations Leadership Council, as well as a number of sector specific First Nations Organizations that First Nations in BC have established as advocacy and technical support bodies.

By the end of the project, BCAFN will have strengthened their capacity to prevent and address GBV against First Nations women, girls and 2SLGBTQQIA+ people across British Columbia.

Through this 29-month project, Calgary Outlink Centre for Gender and Sexual Diversity will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will address service gaps while reducing organizational silos and the duplication of efforts between service providers and 2SLGBTQI+ communities. The project will include conducting a needs assessment, the development of an Interagency Network of 2SLGBTQI+-serving organizations and the creation of an online resource database to strengthen connections, develop a coordinated approach for collaboration and to bolster resource-sharing between 2SLGBTQI+ service providers in Calgary and surrounding areas. To share their knowledge, Calgary Outlink Centre will disseminate lessons-learned through community outreach sessions.

Understanding experiences and barriers faced by social workers on the frontline of gender-based violence

Description:

Through this 30-month project, Vancouver Aboriginal Friendship Centre Society will conduct research that will help improve GBV services for at-risk groups. This project seeks to bridge a gap in the available knowledge by centering experiences of social workers providing care to survivors of gender-based violence (GBV), and to contribute to improved services for survivors. It builds on knowledge to help address the needs of workers who are often invisible in the GBV sector. Addressing barriers faced by the social workers has significant implication on the level and quality of support subsequently extended to those at risk of or experiencing GBV.

Key project activities will include: focus group research discussions, engaging 60 participants; and key informant interviews investigating operational barriers and opportunities of organizations. The project will include a literature review, and data collection and analysis. Vancouver Aboriginal Friendship Centre Society will complete a project report, policy briefs, newspaper articles, an academic journal article, an action plan, and a community event to share information on the research findings.

Through this 30-month project, Wood Buffalo Pride Society will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will address the challenges faced by the organization as they transition from being a volunteer run organization to having paid staff to address the increasing need for support services and expand to include rural Indigenous communities in the region. Through this 30-month project, Northern BC Queer Connection Society will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality by building a database of resources and collaborating with community partners. It will address lack of knowledge and access of resources in Northern British Columbia.
The project will include establishing a working group of diverse representatives, building of website and database which will be updated on a continually basis. The organization will be engaging the 2SLGBTQI+ community by organizing committees, workshops, and events. An organizational needs assessment will be completed by the working group. The needs assessment will identify appropriate tools and training.

The organization will partner with Prince George Sexual Assault Center, Prince George Pride Society, University of Northern BC Pride Club, College of New Caledonia Pride Center, Tourism Prince George, Qmunity and Northern Gender Health Clinic (Blue Pine Clinic).

Supplemental funding would be used to enhance their Community Summit Conference by having Egale Canada travel to Prince George, British Columbia to provide a in-person workshop. This opportunity will be open to individuals from organizations throughout Northern British Columbia.

Changing the Narrative - Unleashing the Full Potential of Women Entrepreneurs

This 29 month-project will address systemic barriers to the establishment and growth of women-owned enterprises, with a particular focus on Black communities and official language minority communities, in order to create a more inclusive and equitable social
entrepreneurial landscape in the Canadian digital economy.

To do so, the Information and Communications Technology Council (ICTC) will conduct research to uncover and showcase indicators and catalysts for success at all stages of social entrepreneurship in the digital economy. It will recruit at least 500 women-owned enterprises in Ontario, Manitoba, Quebec, New Brunswick, and Alberta to participate in its entrepreneurship and mentorship programs, and interactive hub to exchange knowledge, best practices, and mentorship opportunities. ICTC will also be engaging with core industry partners to participate in an advisory committee, contribute their expertise to knowledge mobilization sessions for the entrepreneurs, and share project information among their networks. At the end of the project, the organization will share results of its project evaluation.

This 30-month project will address women's systemic barriers to job retention and representation in male-dominated fields. Build a Dream aims to improve equity and women's economic participation and prosperity across workplaces such as the Skilled Trades, STEM (Science, Technology, Engineering and Mathematics), law enforcement, emergency response and entrepreneurship. To do so, the organization will build strategic relationships with key stakeholders, community leaders, and businesses and perform an environmental scan to capture existing knowledge and best practices to enhance the industry's capacity and leadership to help women, including students and women from underrepresented communities, pursue careers in male-dominated fields.

Build a Dream will offer career development opportunities by connecting industry collaborators, students, and job seekers through virtual conferences, career discovery exhibitions, workshops, and hands-on learning programs. Also, the organization will develop a mentoring program and host a leadership symposium highlighting initiatives to improve women's economic pathways across these fields. An awareness campaign and open dialogue on gender perspectives and stereotypes will also be launched.

At the end of the project, the organization will have contributed to the elimination of systemic, persistent and prejudicial barriers to women's equality in male-dominated sectors and the creation of a more diverse and inclusive workforce by changing norms and attitudes, encouraging collaboration, networking and improving access to resources that enable women to participate fully and thrive.

Through this 12-month project, Women’s Centre for Social Justice (WCSJ) will contribute to preventing and addressing human trafficking by tackling knowledge and resource gaps in the GBV sector. To do so, community-based research on community’s understanding of and knowledge gaps on human trafficking in the Canadian context will be conducted. WCSJ will also develop and test a 360-degree wrap-around support service, including resources and a toolkit for survivors of human trafficking, their families, their support networks, and the general public.

WCSJ will engage community partners, survivors and their families as well as academics to participate in the participatory research design, contribute their expertise to the data collection efforts and toolkit development and share project information within their networks.
