In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Strengthening Our Tipi to address Indigenous Gender-based Violence.

Through this 32-month project, Alberta Native Friendship Centres Association (ANFCA) will increase its ability to prevent and address gender-based violence (GBV) against Indigenous women, girls, and 2SLGBTQQIA+ people in Alberta’s 21 Friendship Centre communities. This will be achieved by building partnerships and networks, through the exchange of knowledge, the development of an Indigenous toolkit and training sessions. More specifically, through this project ANFCA will develop a forum of networks and training sessions to strengthen capacity and advance GBV work within organizations and communities.
The project will review and develop existing GBV educational materials to create a new Indigenous best practices toolkit and a risk framework pilot for organizations working in or seeking to work within GBV. The organization will collaborate with the ANFCA GBV working group, community stakeholders and participate on provincial government at various tables on their capacity-building activities. Furthermore, promotional and marketing material for their 16 days of action on GBV awareness will be developed and distributed to their Friendship Centres (FC) and the communities they serve in Alberta.
At the end of this project. The ANFCA will have strengthened its capacity to prevent and address gender-based violence against Indigenous women, girls, and 2SLGBTQQIA+ people while also providing resources and guidance to partners across Alberta.

Building Capacity to Address Gender Based Violence in the Saddle Lake Cree Nation Schools.

Through this 24-month project, University nuhelot’ine tthaiyots’i nistameymakanak Blue Quills will increase its ability to prevent and address gender-based violence (GBV) against Indigenous women, girls, and 2SLGBTQQIA+ people. This will be achieved by establishing a framework guide to drive change for school governance reflective of GBV prevention, trauma-informed practice, and ancestral knowledge; providing innovative and high-quality training that is culturally relevant, trauma-informed, and community-based; and increasing the number of community members equipped to use traditional practices and Indigenous ways of knowing to prevent GBV.
The project will develop of training materials and train school staff, conduct a review of both human resource policies and financial policies, consult with Elders, and collaborate with community partners.
By the end of the project, University nuhelot’ine tthaiyots’i nistameymakanak Blue Quills will have strengthened its capacity to prevent and address GBV against Indigenous women, girls, and 2SLGBTQQIA+ people in rural Alberta.

Strengthening Capacity for Future Action

Through this 33-month project, AnânauKatiget Tumingit Regional Inuit Women’s Association will increase its ability to prevent and address gender-based violence (GBV) against Indigenous women and girls. This will be achieved by strengthening organizational governance, by travelling to communities to engage with women and stakeholders to develop an advocacy plan, by exploring funding opportunities, and by increasing knowledge and integrating cultural practices in the organization’s operations.
By the end of the project, the organization will have strengthened their capacity to prevent and address GBV against Indigenous women and girls, and 2SLGBTQQIA+ people.

The Nexus Project for the Northern Zone – Connecting Queer Individuals to Supports and Services

Through this 8-month project, the Truro Pride Society will develop community-informed solutions to key barriers and gaps facing SLGBTQI+ communities. This will be achieved by developing a certification process for service providers that will support them in creating inclusive, affirming, and trauma-informed approaches as they serve the 2SLGBTQI+ community in Colchester, Cumberland, and Pictou counties in Nova Scotia.
The Truro Pride Society will also consult with community members and stakeholders in the research and development of an online and print directory of service providers who have received certification through this process. These directories will empower community members and their service providers to identify and access appropriate programs, services and supports. Throughout the project, the Truro Pride Society will solicit feedback to help with the development and evolution of their directory and certification process.

Canada-Alberta Transfer Payment Agreement on the Implementation of the National Action Plan to End Gender Based Violence

This 4 year federal–provincial agreement supports Alberta’s implementation of its actions under the National Action Plan (NAP) to end gender-based violence (GBV) so that collectively, the vision of the NAP to End GBV can be advanced - “A Canada free of gender-based violence. A Canada that supports victims, survivors and their families, no matter where they live.”
The National Action Plan was made possible through close collaboration between FPT governments and is informed by engagement with Indigenous partners, victims, survivors, front-line service providers, GBV experts, academics and advocates. It is a strategic framework for action within and across jurisdictions with the goal of supporting victims, survivors, and their families, no matter where they live. The five pillars of the National Action Plan are: Support for victims, survivors and their families; Prevention; Responsive justice system; Implementing Indigenous-led approaches; and Social infrastructure and enabling environment.

This will be achieved through the development and implementation of a 5-year strategic plan that will address and align the organization’s objectives, mission, and purpose with an accurate representation of the needs of the community.
By the end of the project, Labrador Friendship Centre will have increased the centre’s capacity to provide safe, accessible, and appropriate programs, services, and accommodations to Indigenous women, girls, and 2SLGBTQI+ people.

Through this 33-month project, La Ronge Native Women’s Council Inc. will increase its ability to prevent or address gender-based violence against Indigenous women, girls, or 2SLGBTQQIA+ people, with a focus on Indigenous peoples living in rural and remote Saskatchewan. This will be achieved by assessing client needs, service gaps, collaboration of services to fill those gaps, work with other support agencies in assessing and creating a smooth transition of client care in a crisis situation and creating procedures for the outlying communities to utilize the shelter, and to create safety plans of their own to be shared with communities and the GBV crisis.
By the end of the project La Ronge Native Women’s Council Inc will have strengthened their capacity to prevent and address GBV against Indigenous women, girls and 2SLGBTQQIA+ people with a focus on Indigenous peoples living in rural and remote Saskatchewan.

We All BeloNG – Creating a Diverse and Inclusive North Grenville

Through this 9-month project, North Grenville Pride will develop a community-informed initiative to overcome key issues facing 2SLGBTQI+ communities in rural Ontario. This will be achieved by designing and developing the We All BeloNG training program to provide education about the 2SLGBTQI+ community to community members, developing a Train-the-Trainer program, and creating educational materials and resources. The project will engage the Rural Pride Collective to aid in designing and developing the training program and to be trained to deliver the training program.
By the end of this project, North Grenville Pride will have supported a community-informed project to address key issues facing 2SLGBTQI+ communities and advance equality for 2SLGBTQI+ people in rural Ontario.
