In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 22-month project, Tunngasugit Inc. will increase its ability to prevent or address gender-based violence against Indigenous women, girls, or 2SLGBTQQIA+ people, with a focus in Winnipeg and surrounding Northern community. This will be achieved by ensuring that the organization assesses and considers how different women, men and gender diverse people may experience policies, programs, services and initiatives when re-creating and creating programs and services that will help them maintain their positive impact on Indigenous Peoples, Inuit communities, women, girls and 2SLGBTQQIA+ people.
By the end of the project, Tunngasugit Inc. will have strengthened their capacity to prevent and address GBV against Indigenous women, girls, and 2SLGBTQQIA+ people.

From Insights to Equity

Through this 35-month project, Aboriginal Front Door Society will increase its ability to prevent and address gender-based violence (GBV) against Indigenous women, girls, and 2SLGBTQQIA+ people, with a focus on Indigenous women and Two-Spirited individuals in Vancouver’s Downtown Eastside community. This will be achieved by: providing leadership training for female staff and prospective Board members with lived experience within the organization, improving community engagement practices for MMIWG and other vulnerable people, convening a Women’s Advisory Group, as well as HR optimization and procedural development using feedback provided by community beneficiaries in the Downtown Eastside.
By the end of the project, Aboriginal Front Door Society will have strengthened their capacity to prevent and address GBV against Indigenous women, girls, and 2SLGBTQQIA+ people within Vancouver’s Downtown Eastside community.

UPlifting UPlift Black: Strengthening Our Capacity to Serve BIPOC 2SLGBTQIA+ Communities in Simcoe County

Through this 25-month project, UPlift Black will strengthen their internal capacity and networks to continue advancing 2SLGBTQI+ equality with an intersectional approach focusing on the Black 2SLGBTQI+ community in Simcoe County. This will be achieved by building managerial capacity through hiring and training the leadership team; ensuring long-term sustainability by moving away from solely volunteer-run operations; improving access to funding opportunities through establishing multiple sustainable income sources; increasing access to evidence, data, information and knowledge sources based on real, evidence-based knowledge of stakeholders; and by strengthening collaboration among organizations, with existing and new partnerships, creating opportunities for members of 2SLGBTQI+ communities to gather and exist safely, ultimately creating a wide-reaching, collaborative network of Canadians working together towards the advancement of 2SLGBTQI+ social and economic equality.
By the end of this project, UPlift Black will have increased internal capacity to serve BIPOC 2SLGBTQI+ persons in Simcoe County and will have expanded and fortified a network of collaborators in order to continue advancing 2SLGBTQI+ equality with an intersectional approach across Canada.

Building Cultural Continuity and Two-Spirit Youth Connection

Through this 11-month project, the Wabanaki Two Spirit Alliance will develop community-informed solutions to key barriers and gaps facing 2SLGBTQ+ communities. This will be achieved by organizing and holding a Two-Spirit and Indigenous LGBTQQIA+ national gathering for cultural connection and support, and by creating a Youth Council to build leadership skills and cultural identity. Furthermore, the organization will remove barriers to 2S equality through a needs assessment, community consultations, intergenerational knowledge sharing practices and Elder engagement.
At the end of the project, Wabanaki Two Spirit Alliance will have identified best practices for trauma-informed and resilience focused 2SLGBTQ+ programming.

Through this 35-month project, 2Spirit Manitoba Inc. will increase its capacity to prevent and address gender-based violence (GBV) against Indigenous women, girls, or 2SLGBTQIA+ community members. This will be achieved by developing more inclusive policies and procedures, collaborating with Rainbow Resource Centre to ready the organization for youth focused GBV programs, by creating a strategic plan through community consultation and advisory group engagement, by creating GBV focused tools and resources, including a “safer spaces” guide for gender diverse and trans Indigenous community members, by creating a tool for 2SIQ inclusion at Trans Day of Remembrance events and by developing educational workshop content.
By the end of this project, 2Spirit Manitoba Inc. will have strengthened their internal capacity to prevent and address GBV against Indigenous women, girls, or 2SLGBTQIA+ people with a focus on creating resources for 2SIQ community members and allies within Manitoba.

Through this 35-month project, Ilitaqsiniq will increase its ability to prevent and address gender-based violence against Indigenous women, girls, or 2SLGBTQI+ people in Nunavut. This will be achieved by improving the way they plan ensuring gender equity is built into their foundation, increasing their effectiveness at recruiting, and retaining staff, increasing staff knowledge including 2SLGBTQI+ and Trauma Informed awareness, building a 2SLGBTQI+ innovative work pan-northern partnership network.
By the end of the project, Ilitaqsiniq will have strengthened its capacity to prevent and fight gender-based violence against Indigenous 2SLGBTQI+ women, girls and people.
