In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 23-month project, Wiikwemkoong Anishnawbekwek will increase its ability to prevent and address gender-based violence (GBV) against Indigenous women, girls, and 2SLGBTQQIA+ people. This will be achieved by incorporating the organization, strengthening its operational and administrative processes, solidifying its partnership with the Ontario Native Women’s Association (ONWA), and drafting a strategic plan that will guide its governing body and strengthen the organization’s internal capacity.

This project will engage the Ontario Native Women’s Association (ONWA) to provide guidance on the incorporation and capacity-building processes and to facilitate knowledge-sharing on GBV risk assessment and corresponding responses. By the end of the project, Wiikwemkoong Anishnawbekwek will have strengthened its capacity to prevent and address GBV against Indigenous women, girls, and 2SLGBTQQIA+ people.

Through this 36-month project, Wahbung Abinoonjiiag Inc. will increase its ability to prevent and address gender-based violence (GBV) against Indigenous women, girls, and 2SLGBTQQIA+ persons with a focus on organizational capacity building involving community participation. This will be achieved through review and improvement to the organizations governance processes; community-led organizational strategic planning; data management system implementation; internal analysis of programming and systemic advocacy within the GBV sector; staff training in GBV prevention; and community/survivor-led strategic planning for safe and affordable housing initiatives through the organization’s new housing entity.

The project will engage community members, gender-based violence survivors, and partnerships like those with the Manitoba Government’s Family Violence Prevention Program and End Homelessness Winnipeg in the strategic planning processes to ensure long-term organizational sustainability and to include consultation, feedback, and support to meet the complex, ever-changing needs of Indigenous women, girls, and 2SLGBTQQIA+ victims and survivors of gender-based violence. By the end of the project Wahbung Abinoonjiiag Inc. will have strengthened their capacity to prevent and address GBV against Indigenous women, girls, and 2SLGBTQQIA+ peoples in the North End of Winnipeg.

Momentum: unlimited Afroqueer creation

Description:

Degigned for the 2SLGBTQIA+ community, this 12-month project will allow the Massimadi Foundation to address obstacles and gaps with community-informed solutions. Actions to accomplish this goal consist in training and providing mentorship for young Black 2SLGBTQIA+ artists in writing short film scripts. The “Momentum: Unlimited Afroqueer Creation” team will form a jury, select candidates, and develop a training schedule including group workshops on theory and practical aspects of film led by artists, arts professionals, and specialists, as well as industry conferences on various professions in film. Group workshops, screenwriting mentorships, and individual writing sessions will help participants finalize their scripts. Participation in the REGARD short film festival will include panels and networking sessions which, along with organized events, will provide opportunities to meet local producers, distributors, and decision-makers in the film industry. These encounters will facilitate the development of Francophone queer filmmaking. Lastly, a 3-year monitoring tool will be developed to track the screenwriting projects’ progress after the program ends.

By the end of the project, the Massimadi Foundation will be better able to overcome challenges faced by 2SLGBTQIA+ communities – especially young people who are Black and queer – and to reduce discrimination against people of multiple intersecting identities.

A Collaborative Approach to Address Rural Sexual Assault Services Gaps

Description:

Through this 24-month project, Huron Women’s Shelter, Second Stage Housing and Counselling Services will develop a collaborative approach to address rural sexual violence service gaps through systemic change in Huron and Perth. This will be achieved by strengthening the gender-based violence (GBV) ecosystem using a feminist and systems change approach through a network of service providers and partners, including survivor advisors, who will design a collaborative service delivery model based on the Sexual Assault Centres Model tailored for rural communities in the Huron and Perth region.

This project will partner with Optimism Place, and it will engage survivors of sexual violence and upwards of 10 community partners across the region. They will collaborate in the development of the project, making decisions and providing input in support of the initiative.

By the end of this project, Huron Women’s Shelter, Second Stage Housing and Counselling Services will have reduced barriers to sexual assault services in Perth and Huron through systemic change and ultimately increased access and participation for survivors while serving as a template for other rural communities across Ontario.
