In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

It will address the need to improve organizational capacity in human resources, fundraising and client management, towards increasing the access to vital services for marginalized women in Burlington. The project will include: 1) a review of human resources policies and procedures; 2) the development and implementation of strategies to reduce barriers and support staff retention; 3) staff training and development of resources to improve teamwork, reduce stress and increase the organization capacity; 4) improvement of data management system for clients and donors; and 5) update of case management processes.

Through this 17-month project, Taking Charge! Inc. will build its capacity to advance gender equality by conducting an internal review of organizational policies. It will address the need for processes pertaining to governance, financial management and continuous learning. The project will include research, workplan development, engaging with elders for content development and support, updating program content and curriculum to integrate Indigenous cultural knowledge, hosting focus groups to gather information and identify gaps, developing and publishing curriculum documents/tools, and training facilitators on the content. Finally, the organization will build an advocacy strategy by assessing the needs, incorporating the feedback from focus groups to develop an awareness campaign and engaging with a marketing agency to develop images for the campaign.

Empowering women by implementing harm reduction

Through this 17-month project, South Central Committee on Family Violence Inc., known as Genesis House, will build its capacity to advance gender equality by conducting an analysis of policies and programs across the Southern health region that reflect a trauma and violence-informed approach to the delivery of services. Key activities include conducting an environmental scan and a literature review for best practices regarding low barrier service delivery, recruiting and interviewing participants, staff members and organizational staff with lived experiences to identify gaps and recommendations for improved policies, developing a new policy book and training manual, training staff and board members, creating and implementing a new development plan for the organization, and finally, evaluating achievements and outcomes of the project.

Safe at Home: An innovative systems approach to transforming IPV interventions

Through this 29-month project, Nova Vita Women’s Shelter Incorporated will help advance women’s economic security and prosperity through systemic change. Specifically, the project will address barriers within the social service and justice sectors related to the current policies and practices of removing women and children from their homes, communities, schools, and workplaces due to high conflict and intimate partner violence. The project will achieve this by developing and putting in place a cross-sectoral, community-based Safe at Home (SAH) model in Brantford, Ontario. This will entail 1) gathering input from individuals with lived experience and community stakeholders to inform the design of the SAH model; 2) developing an operational framework for the model; 3) training sectoral partners on the SAH model and monitoring their uptake of the same; and 4) refining the model based on monitoring results. An external evaluator will measure and assess the impact of this systemic change project.

Through this 29-month project, Pink Triangle Press (PTP) will address the needs and barriers to equality for 2SLGBTQI+ communities. This will be achieved by providing reliable, trustworthy and accurate health information for 2SLGBTQI+ people. PTP will accomplish this through newsletters targeted to specific cohorts and a 2SLGBTQI+ health “Pink Paper”, all created by journalists supported by health professionals and stakeholder groups and through interactive social media conversations supporting the newsletters. Digital distribution of content in both English and French will provide equal access to rural, remote and urban Canadians. PTP will partner with organizations and stakeholder groups within the health and 2SLGBTQI+ advocacy spaces on content creation and distribution.

We Lead: Creating more equal sexual, reproductive, and gender-affirming care access through community health leadership

Through this 29-month project, the Community-Based Research Centre Society will advance equal access for 2S/LGBTQIA+ people to sexual, reproductive, and gender-affirming (SRGA) health care by addressing provider skills gaps, healthcare discrimination, and complicated access pathways. To achieve this objective, CBRC will employ a community incubator approach, wherein diverse 2S/LGBTQIA+ community members and the providers who serve them will collaborate within national and regional incubators to identify SRGA care needs, and design, deliver, and monitor community-led SRGA health responses. Ultimately, incubator members will directly contribute to the development and delivery of provider-facing 2S/LGBTQIA+ SRGA competency-building workshops, and community-facing 2S/LGBTQIA+ SRGA system navigation and self-advocacy resources. In addition, CBRC will develop and deliver a webinar and a best practice guide to share learnings, project resources, and best practices to support further adaptation and scaling

INPOWER: A proposal for Incorporating Needs of Women for Equality in Reproductive and Sexual Health

Through this 17-month project, The Society of Obstetricians and Gynaecologists of Canada (The SOGC) will build its capacity to advance gender equality. It will address the needs and barriers to equality for women in relation to their reproductive and sexual health. This project will aim to use evidence-based information about the sexual and reproductive health, and obstetrics and gynaecology needs of healthcare providers and patients, with special consideration for underserved groups. The SOGC will improve key competencies to develop expertise and better serve communities. This project will include knowledge and tool development, a review and updates of existing policies, and development of strategic and operational plans. The objective of this project is to build the long-term capacity of the SOGC to reduce inequities for women’s obstetrical, gynaecological, and sexual and reproductive health.
