In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Fresh Start Services for Women Inc. will achieve this by engaging partners, collecting data, conducting a Policy Review and drafting and publishing a Policy Report.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, addressing persistent harmful gender norms and attitudes and encouraging more equitable and effective sharing of resources to support women’s equality.
Partner organizations, women and gender diverse individuals facing homelessness will be involved in this project to share their knowledge and experience on economic security for women in New Brunswick. Over the course of this project, Fresh Start Services for Women Inc. will establish a close partnership with the Government of New Brunswick and stakeholders to help raise awareness of the lack of affordable housing in New Brunswick. They will develop policies on how to address this issue, more specifically for women and gender diverse individuals whose needs have been further enhanced during the COVID-19 pandemic.

Advancing gender-based violence issues in the Canadian legal system through reform, advocacy and collaboration.

This 30-month project will develop and implement country-wide, collaborative systemic advocacy on gender-based violence and access to justice by addressing barriers within the Canadian legal system to address the root causes of gender-based violence. Luke's Place Support & Resource Centre for Women & Children will achieve this by (i) recognizing how the experience of diverse women with gender-based violence and access to justice challenges differ and overlap (ii) strengthening the capacity of violence against women agencies to advocate regionally and provincially through knowledge dissemination, resource development and training (iii) documenting trends in court decisions and procedures (iv) collaborating with the National Association of Women and the Law to build and resource a National Feminist Law and Policy Reform Coalition and make reform recommendations to key stakeholders and (v) expanding Luke’s Place media leadership. Collaboration with national, francophone, Indigenous and other organizations serving specific communities will ensure the diversity of women’s experience of gender-based violence is acknowledged and understood.
At the end of the project, the organization will have advanced inclusive policies and practices, supported positive distribution of authority, voice and decision-making, developed networks and collaborations, and changed norms and attitudes. The effectiveness of these initiatives will be documented through an external project evaluation. National Association of Women and the Law is the key project partner.

South Asian Women Empowerment and Equality of Rights Alliance (SAWEERA)

This 30-month project will develop and implement culturally sensitive prevention focused initiatives to combat gender-based violence, engage men and boys as allies to combat harmful gender norms and attitudes, and engage women with lived experience to influence pandemic recovery responses. This will be achieved through a series of focused group discussions, development of educational videos, and conducting skills building workshops on relevant topics. All activities will engage men and boys. Trained Community Animators will support, educate, and empower South Asian women at risk of or experiencing domestic violence.
At the end of the project, the organization will have changed norms and attitudes engaging men and women to prevent gender-based violence for South Asian women and supported positive distribution of authority and voices. The findings, learnings, and successes of the project will be shared at a conference to be organized at the end of the project. The effectiveness of these initiatives will be documented through an external project evaluation. Key project partners include Punjabi Community Health Services, Shades of Brown Girls, Peel Children’s Aid Society, Red FM, Prime Asia, e-Awaaz.

Creating supportive structures that address GBV, enhance
intersectional allyship among men, and uplift BIPOC women

This 30-month project will develop and implement partnerships and collaborative networks, thereby advancing gender equity and recovery from COVID-19 impacts and preexisting systems of oppression, to address the root causes of gender-based violence. Moyo Health & Community Services will achieve this by fostering intergenerational safer spaces accessible to BIPOC women in acquiring leadership and community-building skills, addressing the role of toxic masculinity, supporting men in becoming allies to women and 2SLGBTQ+ persons, enhancing intersectional allyship, and co-designing and implementing education and best practice tools that promote gender equity, healthy masculinity, and equitable access to resources and opportunities. Peers with intersecting lived experiences will inform and engage throughout the course of the project. Learnings will be shared through knowledge translation activities with wider networks.
At the end of the project, the organization will have developed a promising practice that has changed norms and attitudes to prevent gender-based violence, supported positive resource distribution, advanced inclusive policies and practices, and developed networks and collaborations. Impact measurement will be supported by a third-party evaluator and informed by similar evaluation work conducted by key project partners, East Mississauga Community Health Centre (EMCHC) and Punjabi Community Health Services (PCHS) who will work collaboratively to co-design consultations with the community, implement services, and meet deliverables.

Ending Gender-Based Violence by Strengthening the Digitization of Services

This 30-month project will develop and implement, pilot and disseminate tools and strategies to support services providers working with women to mitigate barriers, privacy and security risks posed by the digitization of services in an effort to address the root causes of gender-based violence. The North York Women's Resource Centre will achieve this by engaging community partners to develop, pilot and disseminate a toolkit to increase the awareness among service providers and their clients about the risks posed by the delivery of digital services, while also providing training and recommendation of policies and procedures to minimize potential barriers and risks.
At the end of the project, the organization will have developed a promising practice that
increased networks and collaboration to accelerate systemic change, and advanced inclusive
policies and practices.
This project will engage with service providers in each component of the project, strengthening the partnership among organizations who support the needs of women experiencing intersecting inequalities. Ultimately the project results will be sustained through the creation of a community of practice of service providers that will adopt the developed toolkit.

Leveraging Public Sector Procurement Policies to Expand Opportunities for Women in Engineering

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19 through systemic change. Ontario Society of Professional Engineers will achieve this by developing and promoting inclusive language for public sector procurement of engineering services, thereby fundamentally expanding career opportunities for diverse women in engineering and the attractiveness of an engineering career to young women. It will compile and analyze procurement policies and practices, develop model language for inclusion in procurement policies for engineering services, obtain endorsement and support from key stakeholders, advocate to municipal and provincial public sector entities to urge adoption of inclusive criteria in procurement for engineering services, advocate to industry associations, and promote the model language through social media and trade publications.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, supporting positive distribution of resources, developing networks and collaborations and changing norms and attitudes to support women’s equality.
This project will engage Prism Economics and Analysis to conduct research and implementation of the project, collaborate with Engineers Canada, draw on the experience of social procurement specialists including Buy Social, and liaise with stakeholders including Ontario Public Buyers Association and the Canadian Public Procurement Council.

Leading Systemic Change in Policing for Survivors of Sexual Violence in New Brunswick

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Sexual Violence New Brunswick (SVNB) will achieve this by widening the impact of systemic and institutional change within New Brunswick police services to all women in the province affected by sexual violence. The organization will conduct consultations with key stakeholders, will develop and implement a framework to address systemic barriers within municipal forces, and will participate and support the work of national organizations and other sexual assault centers in Canada to address systemic change within the RCMP’s response to sexual violence.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, and addressing persistent harmful gender norms and attitudes to support women’s equality.
SVNB will build upon the institutional and systemic change created within the Fredericton Police Force by scaling up the WAGE funded project "Improving Women's Access to Justice through Institutional Change" to the remaining municipal police forces in New Brunswick. Partners will include survivors of sexual violence, the New Brunswick Association of Chiefs of Police, New Brunswick's Department of Justice and Public Safety, the Fredericton Police Force, and individual community-based organizations. Special consideration will be given to the impacts that affect underrepresented groups, including Francophone women, women living in rural communities, and women living with low income, specifically for provincial-level policy changes.

Gender-based Violence Research and Development Coordinator

This 30-month project will support Durham Region’s hospitals to address systemic barriers and
improve policies and protocols to provide Human Traffic victims and survivors with appropriate, non-discriminatory and trauma informed healthcare, to address the root causes of gender-based violence. Victims Services of Durham Region will achieve this by establishing a human trafficking survivor advisory panel and gather data from survivors about their experiences in Durham hospitals. A toolkit outlining promising practices and recommendations to hospitals policies and protocols will be developed and training will be provided to hospital staff to improve trauma-informed practices.
By the end of the project, the organization will have developed promising practices that increased networks and collaboration to accelerate systemic change, and advanced inclusive policies and practices.
This project will engage with the Durham Human Trafficking Coalition and women and/or girls with lived experience to inform policy improvement. The organization will partner with the Lakeridge Health to develop and improve hospital protocols and facilitate training to hospital staff. The project will include ongoing evaluation, with the knowledge and tools created disseminated among community partners and the Human Trafficking Coalition.

Safe at Home: Ensuring women's right to remain in their own home safely

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Woman Abuse Council of Toronto (WomanACT) will achieve this by engaging survivors in project planning and implementation, advancing policies to promote survivors right to remain in their own homes, addressing discriminatory policies, and shifting the gender norms and attitudes so they will support women to safely stay in their own home.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, encouraging more equitable and effective sharing of resources, and addressing persistent harmful gender norms and attitudes to support women’s equality.
The organization regularly works with partners to advance promising practices and address systemic issues. The project will partner with a range of networks, stakeholders, and community organizations (including anti-violence against women organizations). Partnerships with other levels of government will be a key priority during the project; the organization will explore alignment with municipal and provincial priorities that could support the Safe at Home model.

Creating Women Friendly Cities: Empowering Women to Change Civic Systems

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Women Transforming Cities will achieve this by empowering women’s organizations to influence municipal policies using an intersectional feminist lens, and engaging partners working with under-represented communities through City Action workshops and online resources to increase representation of diverse women’s voices in municipal political activities.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices in municipal government, encouraging more equitable and effective sharing of resources, and by supporting positive distribution of authority, voices and decision-making power in municipal government to support women’s equality.
The project will build upon a network of women’s organizations to deliver workshops that address civic participation, advocacy, and policy change for women in underrepresented communities. This includes developing an online toolkit, creating training and mentoring opportunities, and promoting an online educational platform to encourage women’s full participation in municipal politics.
